Job summary

Qualifications

• Extensive experience designing and solutioning public sector managed services or outsourced services in regulated environments.
• Proven track record of leading solution design and bid writing for public sector procurements, including major competitive tenders.
• Strong understanding of public sector procurement, evaluation, and commercial models.

Responsibilities

• Lead qualification and shaping of public sector managed service opportunities, aligning client objectives and PwC risk appetite.
• Define and own bid strategy and win themes, creating a clear narrative linking client needs to PwC differentiation.
• Act as lead author and quality reviewer for core bid content, ensuring responses are compliant and evaluable.
• Design end-to-end managed service solutions, including operating models, governance, and transition roadmaps.
• Collaborate with commercial and finance teams to shape pricing, commercial models, and contractual risk mitigation.
• Orchestrate cross-firm inputs, mentor colleagues, and handover from bid to delivery to enable mobilisation.

What Your Days Will Look Like

• Lead qualification and shaping of public sector managed service opportunities, aligning client objectives, procurement context, and PwC risk appetite.
• Define and own bid strategy and win themes, creating a clear narrative that links client needs, policy drivers, and PwC differentiation.
• Act as lead author and quality reviewer for core bid content, ensuring responses are compliant, compelling, evaluable, and aligned to public sector scoring methodologies.
• Design end‑to‑end managed service solutions, including operating and governance models, service delivery, workforce planning, transition, mobilisation, and transformation roadmaps.
• Ensure solutions are scalable, commercially viable, and compliant with public sector requirements such as transparency, auditability, and value for money.
• Embed credible, measurable social value propositions into service design, aligned to public sector priorities and contractually deliverable.
• Collaborate with commercial and finance teams to shape pricing, commercial models, and contractual risk mitigation.
• Orchestrate cross‑firm and partner inputs, lead governance sign‑off, mentor colleagues, and own handover from bid to delivery to enable successful mobilisation.

This Role Is For You If You Have

• Extensive experience designing and solutioning public sector managed services or outsourced services, ideally across complex, regulated environments.
• Proven track record of leading solution design and bid writing for public sector procurements, including major competitive tenders.
• Strong understanding of public sector procurement, evaluation, and commercial models.
• Experience embedding social value and transformation outcomes into service design in a credible, measurable way.
• Ability to translate complex service models into clear, persuasive written narratives for bid evaluation.
• Confident senior stakeholder engagement skills, with the ability to influence partners, clients, and internal governance forums.
• Experience coaching and developing others in solutioning and bid disciplines.
