M&E Senior Quantity Surveyor

About the Role:

We are seeking an experienced and highly skilled Senior Quantity Surveyor with a bias towards M&E to join our project team in Hull. The successful candidate will oversee all aspects of cost management for the project, including budget control, subcontract procurement, and contract administration. They should be a subject matter expert capable of providing sound commercial strategy, with experience managing JCT D&B contracts and executing complex projects exceeding £20 million in the advanced manufacturing and life sciences sectors.

This role involves managing supply chain selection for subcontract packages, focusing on reliable local SMEs. The SQS will lead RFQ processes, evaluate tenders, and manage subsequent contracts. They will also develop and maintain key project cost documentation such as cost plans, reports, risk registers, and change records.

The Senior Quantity Surveyor will work closely with the Regional Commercial Lead and mentor junior team members. The ideal candidate will bring a proactive approach, strong technical knowledge, and leadership skills to ensure successful project delivery.

Key Responsibilities:
  1. Cost Management and Planning
  2. Develop and monitor project cost plans to align with budgets and objectives.
  3. Conduct detailed cost analyses and prepare monthly CVR reports.
  4. Manage cost forecasting and reporting to identify overruns or savings.
  5. Subcontractor Selection and Evaluation
  6. Support in evaluating subcontract packages to ensure compliance and budget adherence.
  7. Assess and manage risks related to subcontract packages.
  8. Risk and Change Management
  9. Maintain the project risk register and oversee change control processes.
  10. Implement site event record systems and provide commercial advice on risks and changes.
  11. Contract Management
  12. Review, understand, and negotiate contract terms, including NEC4 and JCT D&B.
  13. Administer contracts, manage claims, variations, and payments.
  14. Subcontractor Management
  15. Identify, prequalify, and select supply chain partners.
  16. Prepare tender documents, evaluate bids, and manage negotiations.
  17. Measure works from documentation, including BIM models, and support valuation processes.
  18. Oversee subcontract administration, claims, variations, and certifications.
  19. Collaboration and Leadership
  20. Work with project teams to ensure consistent application of policies.
  21. Mentor and support junior staff development.
  22. Build strong relationships with clients, contractors, and stakeholders.
Qualifications and Experience:
  • Degree in Quantity Surveying, Construction Management, or related field.
  • Membership in RICS, CIOB, or similar is desirable.
  • Extensive experience in quantity surveying, with a focus on cost planning, value engineering, and risk management.
  • Experience working in a specialist subcontractor environment is advantageous.
  • Proven track record in managing projects in sectors like Pharma, Semiconductors, or Data Centres.
  • Expertise in managing mechanical plant and project change processes.
  • Strong leadership, mentoring, and stakeholder management skills.
  • Experience with ERP systems such as SAP, COINS, or ORACLE.
  • Proficiency in quantity take-offs, measurements, and relevant software (PowerBi, CostX, Bluebeam, etc.).
  • Willingness to be on-site with the construction team.
  • High proficiency in MS Excel and other relevant applications.
