Assystem is seeking a Quality Management Lead – Logistics for a major UK infrastructure project. You will coordinate equipment, materials and documentation across the supply chain, ensuring delivery readiness, traceability and compliance for site delivery.

The role interfaces with project teams, suppliers, manufacturers and logistics providers to monitor performance, inspections and delivery metrics, driving Right First Time outcomes.

Qualifications

Job Purpose / Overview

The Quality Management Lead – Logistics will coordinate the delivery of equipment, materials and documentation across the supply chain, of a major UK infrastructure project, ensuring logistics activities meet project, quality and programme requirements.

The role will act as a key interface between project teams, suppliers, manufacturers, logistics providers and construction teams, overseeing delivery readiness, material traceability, inspection/release and transportation to site.

The QML will act as the single point of contact for supply-chain quality and logistics matters, monitoring supplier performance, supporting inspections, resolving issues and reporting key delivery and quality metrics to ensure Right First Time (RFT) delivery.

The role will also undertake appropriate surveillance of manufacturing documentation and inspections, ensuring equipment is compliant and ready for release and delivery to the construction site.

Key Responsibilities

General

• Support the development of quality (QA/QC) arrangements for deployment across the HPC organisation;
• Implement key quality arrangements related to the following topics:
• Manage Quality Execution
• Support Technical Assessment of Suppliers
• Conducting Manufacturing Surveillance
• Modulating Manufacturing Surveillance
• Management of Non-Conformances
• Quality Release Certificate Process (where applicable)
• Undertake actions to resolve issues relating to the implementation of quality and to bring about improvements, and support others in these actions.

Primary accountability

• Review, accept and monitor Contractors Quality Assurance Plans (CQAP) provided by the supply chain;
• Identify needs for supply chain audits and engage Supply Chain Auditors to perform audits and prompt resolution of findings;
• Produce Project Quality Control Plans (PQCP) for the supply chain;
• In compliance with the PQCP, ensure deployment of key quality contractual arrangements including the General Quality Assurance Specification (GQAS), Life Time Quality Records Specification, Quality Release Certificate and the Inspection & Test Plan Specification etc.
• Provide relevant guidance to contractors, including contractor’s CQAPs, LTQR partitioning strategies and the arrangements for identifying and planning for Quality Related Activities;
• Lead the implementation of LTQR reviews;
• Support the determination and application of strategies for progressive provision of LTQRs by
  contractors.
• Develop and maintain effective relationships with internal and external stakeholders including
  contracted inspection entities (for offsite manufacturing in particular, Direction Industrielle is a key
  stakeholder).
• Ensure manufacturing surveillance per contract is applied in a graded approach of equipment safety function and project importance through surveillance offers and performance monitoring of the inspection agencies used (e.g. Direction Industrielle);
• Ensure overall effectiveness of ITPs submitted by the suppliers, checking that they are fit for purpose from a quality perspective and have been correctly distributed to the relevant internal parties for review and mark-up of the activities they wish to witness;
• Where applicable, establish and check planned inspection witness and hold points marked in the
  supplier Inspection and Test Plans (ITP) / Quality Plans / Follow Up Documents (FUDs) and monitor their completion;
• Coordinate, monitor and improve the efficiency of manufacturing documentation review and where applicable, inspection activities performed by contracted inspection entities;
• Coordinate and lead the NNB review and acceptance of relevant manufacturing documentation
  provided by contractors;
• Perform joint inspections when required;
• Support the monitoring and technical resolution of non-conformances including the management of corrections and corrective actions;
• Support the review and acceptance of End of Manufacturing Reports (EoMR), End of Construction Status Reports (ECSR) and End of Erection Status Reports (EESR);
• Responsible for the review and delivery of the end of manufacturing records, leading to the quality
  release of equipment to the HPC construction site;
• Produce quality documentation (e.g. specifications, procedures) as required.

Secondary accountability

• Implement the quality execution plan within the Programme and undertaken reviews and checks to ensure quality is delivered by the supply chain efficiently and in accordance with programme quality requirements;
• Ensure supplier quality control requirements are adequately specified within contract documentation submitted in the Invitation To Tender (ITT);
• Ensure quality management processes are correctly applied.

Supply Chain & Supplier Management

The post holder will act as a key point of contact for logistics-related matters within their assigned portfolio of suppliers and work packages.

Responsibilities will include:

• Monitoring supplier delivery commitments and recovery plans.
• Challenging suppliers where delivery performance is at risk.
• Coordinating logistics interfaces between multiple suppliers and project functions.
• Tracking equipment status from manufacture through to site delivery.
• Identifying supply-chain constraints and escalating issues appropriately.
• Supporting supplier performance reviews and improvement initiatives.
• Ensuring logistics requirements are clearly understood by suppliers and contractors.
• Maintaining visibility of upcoming deliveries and potential impacts on construction activities.

Logistics Planning & Delivery

The role will support the development and implementation of effective logistics strategies covering:

• Equipment and material delivery planning.
• Shipment and transportation readiness.
• Supplier manufacturing and delivery schedules.
• Inspection and release requirements.
• Material traceability.
• Delivery documentation.
• Site receipt and handover.
• Coordination with construction sequencing and site requirements.
• Management of delivery constraints and programme interfaces.

Reporting & Performance Management

The post holder will provide regular reporting on:

• Supplier delivery performance.
• Equipment/material readiness.
• Upcoming shipments and deliveries.
• Delivery schedule adherence.
• Logistics risks and constraints.
• Outstanding documentation.
• Non-conformances affecting delivery.
• Recovery actions and mitigation plans.
• Key logistics performance indicators.

The role will analyse supply-chain data and provide recommendations to improve delivery performance and mitigate programme risks.

Stakeholder Management

The role requires close collaboration with:

• Programme and Project Management teams.
• Procurement and Commercial functions.
• Engineering and Quality teams.
• Construction and Site teams.
• Equipment manufacturers and suppliers.
• Logistics and transportation providers.
• Inspection organisations.
• Other project delivery functions.

The post holder must be confident in coordinating multiple stakeholders and providing constructive challenge where delivery, logistics or supply-chain performance is at risk.

Qualifications

Knowledge & Skills

Essential

• Experience in project logistics, supply chain or project delivery, preferably within the nuclear, energy or other safety-critical sectors.
• Strong understanding of logistics and supply-chain management across engineering, procurement, manufacturing, transportation, construction and commissioning.
• Experience coordinating equipment/material delivery, shipment readiness, logistics planning and material traceability within complex projects.
• Experience interfacing with suppliers, manufacturers, logistics providers and project delivery teams.
• Strong analytical skills, with the ability to monitor delivery performance, analyse logistics data, prepare reports and identify supply-chain risks.
• Confident communicator with the ability to coordinate multiple stakeholders and provide constructive challenge where required.
• Ability to identify and implement practical solutions to logistics, supply-chain and delivery issues.
• Strong stakeholder management skills, with the ability to build effective relationships across internal and external organisations.
• Proactive, flexible and well organised, with the ability to manage competing priorities and work independently.
• Fluent in English.

Desirable

• Knowledge and experience of the nuclear sector, ideally nuclear new build.
• Understanding of the requirements and constraints associated with nuclear site logistics and delivery.
• Experience managing complex or safety-critical equipment through manufacture, inspection, release, transportation and site delivery.
• Experience with supplier performance management and logistics recovery planning.
• Knowledge of nuclear quality requirements, including inspection, documentation, traceability and equipment release.
• Ability to speak French is advantageous.

Qualifications & Experience

• HNC/HND or degree in Logistics, Supply Chain, Engineering, Project Management or a relevant discipline, or equivalent experience.
• Proven experience delivering logistics and supply-chain solutions within complex project environments.
• Proven track record of delivering equipment, materials or services safely, efficiently and in line with programme requirements.
• Experience managing suppliers and resolving logistics, delivery and supply-chain issues.
• Proven ability to coordinate and influence a wide range of stakeholders within a multicultural and complex project environment.
• Experience working within a quality-controlled, contract-led or safety-critical environment.

Desirable

• Professional accreditation in Logistics, Supply Chain or Project Management.
• CIPS, CILT or equivalent professional membership.
• Commercial exposure, particularly supplier and contract management.
• Experience working on HPC or another major nuclear new-build project.
• Experience managing logistics interfaces with regulators, site organisations or other safety-critical stakeholders.
