Job description

Due to maternity leave, we have an exciting opportunity to join the Swansea Bay Public Health Team as a Consultant in Public Health until 30 November. We have 1 WTE available currently but would welcome applications from those who wish to work part-time or as part of job-share arrangements.

The Swansea Bay Public Health Directorate is led by an Executive Director of Public Health who sits on the Swansea Bay University Health Board. The team includes four public health consultants, two public health specialist leads, and other senior leaders. The Directorate has grown significantly over the last few years, and now in addition to a core team of public health practitioners, the team includes a local Health Protection Service, including an Immunisation Team.

This post is open to AfC9 and M&D consultants.

Main duties of the job

The Consultant in Public Health will be expected to deliver public health leadership and technical expertise working with our internal and external partners, ensuring public health influences delivery at a local level.

Although you will hold an agreed and specific portfolio of work, your responsibilities will likely cover all areas of Public Health professional practice, including:

  1. Provide public health leadership, advice, and support to improve population health outcomes.
  2. Develop partnerships and influence agencies for broad participation in health improvement initiatives.
  3. Work to reduce inequalities through effective local and regional partnerships and community engagement.
  4. Contribute to developing integrated strategies and needs assessments with local authorities and the voluntary sector.
  5. Take responsibility for policies, programmes, services, projects, and interagency plans to deliver public health priorities.
  6. Plan and develop high-quality, equitable services within evidence-based and ethical frameworks across primary and secondary healthcare, and social care.
  7. Utilise information and intelligence systems to support public health actions across disciplines and organisations.
  8. Collaborate with the senior leadership team of the Health Board to support public health priorities through needs assessment, service planning, improvement, and governance activities.
  9. Provide local leadership to enable national public health developments.

Job responsibilities

Areas of work will be negotiated according to the needs of the directorate and the skills and knowledge of the successful candidate on appointment.

A detailed job plan will be drawn up with the Director of Public Health upon appointment, drawing on the key tasks outlined in the Job Description.

The post holder will be managerially accountable to the Director of Public Health.

Applicants must be on the GMC/GDC Specialist Register/UK Public Health Register for Public Health Specialists.

Person Specification
Qualifications
  • Inclusion in the GMC Specialist Register/GDC Specialist List (and licensed to practice) /UK Voluntary Register (UKPHR) for Public Health Specialists.
  • If included in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health medicine practice.
  • Public health specialist registrar and trainee applicants not yet on the GMC/GDC/UKPHR registers must provide verifiable evidence of being within 6 months of gaining entry at the time of interview; other applicants must provide evidence of application for registration.
  • Applicants must meet minimum CPD requirements as per Faculty of Public Health or other recognised body.
  • MFPH by examination, exemption, or assessment.
Knowledge
  • Understanding of epidemiology, statistics, public health practice, health promotion, health economics, and healthcare evaluation.
  • Detailed knowledge of NHS in Wales.
  • Knowledge of methods for developing clinical quality assurance and evidence-based clinical practice.
