Job summary

We currently have an exciting opportunity for a Professional Lead to join the clinical leadership team within the Norfolk Healthy Child Service on a secondment/fixed term (up to 30th September 2027). If you are a Specialist Community Public Health Nurse with experience and passion in teaching and learning, we would like to hear from you. We are seeking a highly motivated, enthusiastic clinician who will lead the training and education agenda for students and the wider workforce within the Breckland and West collaborative locality in Norfolk.

Main duties of the job

You will work closely with the Clinical Lead and with the team of Professional Leads across Norfolk to drive forward the 0-19 Healthy Child Service, ensuring that quality remains the focus and at the heart of everything we do. You will also contribute to the development of the service including our digital service offer justonenorfolk.nhs.uk. You will be based in the Breckland locality, supporting operational leadership across the Breckland and West collaborative locality as well as offering clinical expertise to the workforce.

Job Responsibilities

• To lead on the Planning and execution of ALL learning placements within the Norfolk Healthy Child Programme.
• To Lead and deliver the education and training requirements for all staff working within the Norfolk Healthy Child Programme.
• To be part of the locality 0-19 Leadership Team, working jointly with partner agencies and stakeholders to provide care for the Children, Young People and their Families in Norfolk.
• As part of the Clinical team, actively participate in projects and workstreams, Digital delivery and development that contribute to clinical practice across the 0-19 teams.
• To lead the way in promotion of research projects and activity, such as clinical audit and to be an advocate of evidence-based practice.

Main Duties And Responsibilities

• Responsible for the practice placement learning environment for cohorts of post registration Specialist Public Health Nurses and pre-registration nurses and midwives working within the 0-19 teams. This may include Return to Practice, staff undertaking Conversion, Public health development Nurses and Apprentices. (This may not be an exhaustive list)
• To plan, deliver and evaluate packages of training and learning opportunities for all staff working within and alongside the 0-19 Integrated teams, in collaboration with partner agencies and stakeholders, taking into account local and national policies and procedures.
• To engage with all Institutes of Higher Education across East of England to ensure robust standards of Education and training within the Practice Placements.
• To support 0-19 staff in accessing and completing training to be practice assessors and supervisors.
• To plan and provide preceptorship to newly qualified practitioners.
• To offer guidance and sharing of expert knowledge and evidence-based research to improve outcomes for children & young people within Norfolk.
• To work with staff, other professionals, integrated services, and relevant partners to ensure delivery and plans of care for the children, young people and their families.
• To be professionally and legally responsible and accountable for all aspects of ones own work including management of clients on the caseloads, management of time and resources in line with the NMC code of conduct and Trust Policies.
• Act as a source of expertise and knowledge for children, young people and their families and for health professionals and have a key role in the continuing development of the integrated team around the child.
• Work as a part of the clinical team, alongside the Clinical Lead and deputy to support, develop and deliver clinically robust services across the 0-19 HCP.
• Actively participate in the delivery of the Digital service offer. This will include participation in the writing and delivery of webinars and presentations, supporting developments such as podcasting.
• To provide a clinical oversight, review and revision of current clinical content contained within the Just One Norfolk Service user and Professional pages.
• To be a credible role model, demonstrating good practice and maintaining local, national and professional standards. To develop and implement evidenced based guidelines and standard operating procedures for 0-19 practitioners.
• To apply analytical skills through application of specialist knowledge in order to support assessment processes and to share findings with students working within the 0-19 integrated team.
• Evaluate outcome measures and through this the impact on Children Young People and Families in Norfolk, by leading on the implementation, participation in and dissemination of Clinical Audit.
• Participate in any relevant new initiatives from government or research programmes or projects that are locally or nationally driven.
• Attend feedback meetings, business meetings and multi-agency meetings ensuring confidentiality is upheld.
• Be active in Clinical Governance developing joint action plans, protocols, pathways, guidelines, procedures and audit to ensure continuous quality improvement of the service.
• Support the locality Leadership triangle (Team Lead, safeguarding lead and Professional Lead). This will be on a needs led basis and will require supporting the leadership team in the day to day running of locality and covering for either member of the triangle in their absence.
• Within this role you will need to travel as an independent practitioner on a daily basis, across Norfolk which involves both rural and urban travel. The nature of our work does result in travel arrangements changing at short notice. Due to the large geography our service covers and the limitations of sufficient public transport to undertake this role you must hold a full and current driving licence and have access to your own transport. This is subject to the provisions of the Equality Act 2010, and therefore if the postholder requires a reasonable adjustment due to a disability then this will be considered.

Qualifications

Essential

• Registered Nurse /Midwife
• First Level Degree or equivalent
• Registered Specialist Community Public Health Nurse (SCPHN)
• Evidence of continuing professional development within the last 12 months
• A post graduate qualification in teaching/Higher education or Willing to complete.

Desirable

• Recognized Teaching qualification
• Masters level study or willingness to work towards.
• Has undertaken migration/conversion module
• Leadership or management qualification or willingness to work towards.

Experience

Essential

• Ability to work with Children & Young People and their families to provide holistic, evidence-based care
• Community Public Health experience (Minimum of two years)
• Confident & Competent with teaching
