Job description

As part of the NHS, organisations are required to have counter fraud arrangements in place to provide added value through the use of counter fraud specialists. The purpose of this role is primarily to deliver counter fraud investigations and proactive work to a specified organisation.

Band 6 LCFS report to and are supervised by a specified Band 7 LCFS.

Expectations of the post holder fall into three categories:

  1. Work with a specified Band 7 LCFS to develop appropriate governance frameworks to minimize fraud risk. Ensure frameworks allow detection and prosecution of fraud. Respond to information, advice, and guidance requests from senior managers and regulators.
  2. Undertake proactive work, including staff education on fraud awareness, and conduct nationally directed proactive exercises and local risk-based activities.
  3. Under the guidance of the Band 7 Senior LCFS, deliver all aspects of the operational counter fraud service to prevent, detect, and investigate fraud, corruption, and bribery in line with NHS Counter Fraud Authority (NHSCFA) requirements. Promote effective counter fraud arrangements and work in partnership with external agencies.

Identify and mitigate fraud risks following the Government Counter Fraud Profession Fraud Risk Assessment Methodology. Escalate risks as needed and track mitigation progress. Act as "Officer in charge" of investigations into less complex allegations, complying with legislation including the Police and Criminal Evidence Act 1984, Criminal Procedure and Investigations Act 1996, and Regulation of Investigatory Powers Act 2000. Participate in working groups and provide project advice and support.
