A regional council in the UK is seeking a Licensing Manager to lead a team of Regulation and Compliance Officers. The role involves managing day-to-day licensing operations and ensuring compliance with statutory regulations. Candidates should possess strong leadership skills, extensive licensing experience, and a Level 3 qualification or above. In this role you will work alongside the Licensing Manager, in leading our team of Regulation and Compliance Officers and Assistants to protect public safety through our licensing service. This district-wide role requires you to manage day to day licensingoperations across the team, and deal with any licensing issues as efficiently and effectively as possible. You will act as lead officer on any compliance issues across the district, and provide mentorship for officers new to the service.
The service focuses on promotion of licensing objectives, consultation, investigation, multi partnership working, prevention, education and where required enforcement.
You’ll be joining, and helping to lead, a dedicated team who handle a high volume of work across a diverse area, including the rural communities of Lakeland and Eden with high annual tourist numbers, and the industrial powerhouse of Barrow in Furness. You will have oversight of licensing activity in over 2000 premises for alcohol and entertainment, 700 Hackney Carriage and Private Hire drivers, 600 vehicles and operators, large scale music events, and gatherings such as Appleby Horse Fair.

You must have a ‘role up your sleeves’ attitude, and experience of working in a professional manner to respond and seek resolution to request for services from external and internal customers. You will use your extensive technical knowledge, leadership skills, statutory guidance, and our systems and processes to help develop our service for the future.
Attention to detail, accuracy and excellent customer focus to deliver high standards of service and seek to resolve cases as quickly and efficiently as possible.
In addition, you will bring extensive and demonstrable experience in a Local Authority Licensing role, along with a strong background in providing leadership, management, supervision, or mentorship to others. You will have a proven ability to understand and comply with legislation and regulations, coupled with a solid understanding of current national licensing challenges. Your skills include the ability to analyse and problem-solve effectively, respond appropriately to requests, and identify when cases need to be escalated. You consistently demonstrate accuracy, attention to detail, and professionalism in your work, while delivering high standards and excellent customer service. Strong ICT skills and the ability to quickly learn new systems are essential. You must also hold a full UK driving licence and have regular access to a vehicle.
You will have a Level 3 qualification (or above) in a relevant subject or have equivalent experience. An additional qualification, such as the IOL Licensing Practitioner certification or a leadership-related qualification, would be advantageous.
