Job description

This role is vital in ensuring the successful delivery of the OD and learning function, aimed at enhancing the capacity of leaders, line managers, and the wider workforce. The post holder will lead in areas of the NIFRS People Strategy, aligning them with the organisation's priorities, including leadership development, employee engagement, performance management, and coaching. The post holder will deliver an effective and efficient learning and OD function to achieve key strategic objectives and enhance the capacity of leaders, line managers, and the wider workforce.

Responsibilities
  • Partner with a number of defined business areas, providing expert L&OD advice to a range of internal and external stakeholders.
  • Lead the design, development and delivery of HR/L&OD objectives and projects as outlined in the NIFRS People Strategy.
  • Provide expert L&OD advice and support the delivery of key strategic organisational change and learning objectives.
  • Collaborate with a wide scope of internal and external stakeholders to design, develop, and implement learning and organisational development programmes.
  • Supervision and performance management of L&OD employees.
  • Represent the L&OD manager as required and provide support and cover to ensure resilience as far as practicable.
  • Support the design, development and implementation of the NIFRS values and behavioural framework and code of ethics and act as a change champion.
  • Ensure that multiple change projects progress concurrently by applying project management methodology and meeting agreed deadlines.
  • Carry out a learning needs analysis, develop strategies and plans to deliver against them, and be responsible for corporate compliance training against statutory obligations.
  • Design and deliver training sessions, workshops, and seminars on topics related to leadership, communication, team building, and other L&OD areas.
  • Support the L&OD Manager in the design, development, implementation and review of NIFRS’s Performance Management System and related policy.
  • Support the development of future leaders through talent development programmes, including coaching and people management.
  • Create, review and implement digital communications service-wide to engage stakeholders on L&OD initiatives.
  • Attend regular networking and partnership events to build a broad portfolio of key contacts and professional networks across the UK and ROI.
  • Produce accurate and timely statistics and reports for all stakeholders as required.
  • Set up service-wide working groups, defining terms of reference and clear goals and objectives for L&OD initiatives.
  • Direct and signpost managers and officers to the appropriate source for issues outside the remit of this post, including providing cover for service areas beyond the initial remit.
Skills and Qualifications
  • Original certificates as proof of qualifications are required by Platinum Recruitment NI Ltd.
  • Possess a Degree or equivalent in a relevant subject.
  • Associate membership of the Chartered Institute of Personnel and Development (CIPD), with a view to reaching Chartered membership within 6 months.
  • Minimum of 3 years’ experience in a Learning & Development/OD role providing specialist advice and guidance on L&OD matters.
  • Experience in the design, development, and delivery of L&OD interventions and related programmes.
  • Detailed understanding of organisational dynamics, change management, and HR policies and SOP development.
  • Strong facilitation, presentation, and communication skills with the ability to engage and influence diverse audiences.
  • Experience building effective relationships with internal and external stakeholders to facilitate organisational development and learning.
  • Experience conducting Learning Needs Analysis and evaluating training.
  • Excellent problem-solving and analytical skills, with the ability to translate complex issues into actionable solutions.
  • Strong project management skills, with the ability to prioritise and manage multiple initiatives under competing deadlines.
  • Experience with IT and digital skills to create tailored digital solutions for stakeholders.
  • Possess a full, current UK driving licence or have access to transport to fulfil the full requirements of the job.
