Overview

We are currently looking for a Learning and Development Specialist to join us in a pivotal role to support, design and deliver a range of technical and managerial excellence training. The Regulator of Social Housing (RSH) regulates for a viable, efficient, and well governed social housing sector able to deliver quality homes and services for current and future tenants. We do this by setting standards and carrying out robust regulation, taking appropriate action where needed. This is an exciting opportunity to help us shape our training delivery and ensure that our staff are equipped with the right skills to help take the Regulator forward.

Responsibilities
  • Support, design and deliver existing and new training interventions, both in person and virtually.
  • Work with subject matter experts to craft training and deliver it in the most effective way for our operational audiences.
  • Deliver further learning and joint delivery when training in specific technical areas.
  • Contribute to the development of our managerial excellence programme, enhancing management capability across the organisation and delivering interventions with embedded learning.
  • Facilitate and support information sharing and work with teams to develop further skills.
  • Support internal experts and develop strong relationships with a range of key stakeholders.
  • Build a library of learning across the Regulator to upskill existing staff, including induction, management, digital programmes and technical training.
Qualifications
  • Strong experience designing, developing and delivering training, with the ability to build strong working relationships and offer learning consultancy when required.
  • Predominantly experience with economic and governance audiences; comfortable managing stakeholder expectations in a regulatory environment.
  • Strong communication skills; able to discuss learning at the highest level and present complex issues clearly and concisely.
  • Proven track record of designing impactful, modern learning suitable for a hybrid audience at all levels of seniority.
  • Successful candidates must undergo a criminal record check.
  • People working with government assets must complete baseline personnel security standard checks.
Salary and Benefits

Alongside your salary of £47,106, the Regulator of Social Housing contributes £13,646 towards your Civil Service Defined Benefit Pension scheme. Full information on Civil Service Pension benefits is available on the website.

Working Arrangements

We operate a hybrid model of working with a mix of office and home working, and offer flexible working arrangements. This role can be based out of our offices in Manchester or Leeds. The Manchester office is relocating during 2025/26 but will remain within the city centre. Most roles involve some travel within England between offices, with some roles also involving onsite visits to social housing providers.
