Job Description:

Building and construction is a key sector contributing £21.4 billion to Scotland’s economy per year. Following the fire at Grenfell Tower and other high profile building failures, the Scottish Government set up the Ministerial Working Group on Building and Fire Safety to determine what action was needed in Scotland to ensure that buildings were safe for the people who live in and use them.

As a result of the Ministerial Working Group and the Expert Review Panels on Compliance and Enforcement and Fire Safety, recommendations for longer-term changes to the building standards system in Scotland were made. The Scottish Government’s Building Standards Futures Programme Board was established to deliver the recommendations and oversee transformational change, including changes to the Building Standards Delivery Model.

As part of this transformational change, the ‘Scottish Building Standards Hub’ was established from 24th May 2024 to deliver a range of building standards system services to all 32 Scottish local authority building standards teams, and supporting hubs of expertise, operational partnerships, and learning and development. The Scottish Building Standards Hub (SBSH) is a specialist stand-alone unit hosted within Fife Council’s Protective Services.

Supporting the Learning and Development Manager, you will work within the job profile to develop and implement services, training, and learning activities delivered through the Learning and Development Unit (LDU) within the newly created national Scottish Building Standards Hub (SBSH).

Key areas of work include:

  • Assist in planning, research, design, and delivery of training, learning programs, and e-learning packages to meet the operational and skills development needs of local authority building standards services.
  • Contribute towards training-related national workstreams and initiatives.
  • Assist in developing high-quality digitized training materials and courses, and the ongoing development of the SBSH online digitized learning management system and skills builder platforms.
  • Work with Local Authority Building Standards Scotland (LABSS), all Scottish Local Authorities, The Scottish Government Building Standards Division, and other key industry stakeholders to develop and embed robust training and learning opportunities, supporting the drive for consistency and investment in skills.
  • Represent the SBSH and the Learning and Development Unit at national meetings, workshops, engagement sessions, etc., as required.
  • Support the Learning and Development Manager in monitoring and evaluating the range of learning and development activities delivered by the SBSH, including identifying priorities from skills gap analysis.
  • Maintain and review the effectiveness of training and development systems used.
  • Assist in promoting and developing the LABSS Ambassadors Network and national schemes to attract new professionals to the field.

The Person

  • Knowledge of policy and legislation related to the verification and non-verification functions of local authority building standards services, with relevant experience in training/mentoring others in building standards or related construction fields. Knowledge of learning styles, including eLearning and blended learning using PowerPoint, software packages, and online media, is essential. Education to SCQF level 8 in a building standards or related construction-based relevant field is required.
