ISS Lead Portfolio Surveyor

Location: London, E14 9SH

We are recruiting for a Lead Portfolio Surveyor to join our client account team, reporting to the Strategic Asset Manager. This role is crucial in establishing the surveying function during mobilisation, cutover, and into BAU for a portfolio of over 700 properties.

Job Description

You will lead baseline condition surveys, asset criticality assessments, and due diligence, ensuring comprehensive asset data collection to support maintenance and asset management strategies. You will also contribute to the Forward Maintenance Register (FMR), influencing long-term asset planning. This is an exciting opportunity for an experienced surveyor to impact a large-scale public estate portfolio.

Key Responsibilities
  1. Develop and implement survey plans, including risk-based sequencing, access strategies, H&S controls, and permits.
  2. Manage data capture and assurance in line with Asset Management System requirements.
  3. Coordinate ISS surveyors, QA teams, and external surveyors to meet quality standards.
  4. Provide expert advice on surveying activities to support estate strategy, compliance, and asset management goals.
  5. Produce accurate reports, dashboards, and condition surveys, applying consistent grading methodologies and escalating red-risk issues.
  6. Collaborate with stakeholders and internal teams to validate data, integrate survey outputs, and improve survey tools and templates.
  7. Maintain survey records within asset management systems, supporting BIM/GIS/IoT integration and compliance with government standards.
  8. Proven experience in surveying M&E (building services) and building fabric across large, complex estates, preferably in the public sector.
  9. Strong knowledge of asset condition assessment, maintenance forecasting, and lifecycle planning (IAM, ISO 55000, RICS NRM1/3, BIM).
  10. Qualified and experienced in due diligence and compliance surveys, with knowledge of NSR and SPONS.
  11. Skilled in managing and validating asset data using structured templates and systems.
  12. Excellent communication skills, able to present technical data clearly to non-specialist stakeholders.
  13. Strong understanding of property, FM, statutory compliance, and sustainability practices.
  14. Highly organized with strong attention to detail, producing accurate and timely reports.
