Lead Commissioning Engineer (Felindre)

Location: Swansea

DUTIES AND RESPONSIBILITIES:
  1. To lead the on-site planning and execution of the project commissioning team.
  2. Working closely with and supporting the Project Commissioning Lead, in all aspects of project technical delivery and scope management.
  3. Assist with the development of the project delivery strategy and planning for each Work Pack/System.
  4. Assist completions engineer in setting system limit boundaries for work packs.
  5. To provide technical and engineering team support for SCADA, control & protection, ESD, F&G, Telemetry and UPS systems.
  6. To be able to complete and manage all relevant project documentation to meet client management procedure requirements (T/PM/G/35) and (T/PM/RE/18).
  7. Lead the technical and quality requirements on the project.
  8. To perform highly skilled commissioning testing on Electrical, instrumentation and control apparatus and develop written procedures alongside other project commissioning engineers.
  9. To perform commissioning activities on control circuits, level, flow, temperature and pressure control devices.
  10. To perform commissioning activities on Fire & Gas systems and devices, validating cause & effects charts and interfaces.
  11. To be able to read, interpret and work from vendor documentation, project drawings, schematic diagrams and equipment manuals.
  12. To analyse work problems and make corrections when required to facilitate the completion of system assignments.
  13. Allocate tasks to the commissioning team and monitor progress.
  14. Establish positive working relationships with the wider project team and client.
  15. Ability to read, understand and follow ALL safe systems of work.
  16. Ensure project adherence to company quality processes and procedures.
  17. Identification of project opportunities and variations.
  18. To support the project commissioning team in identifying and managing risks and issues.
  19. Manage and co-ordinate specialist vendors to undertake commissioning activities.
  20. To provide health and safety leadership by example.

FUNCTION:

The Lead Commissioning Engineer is normally expected to undertake the following:

  1. Undertake or manage site surveys as required.
  2. Undertake or manage Toolbox talks within the team as required.
  3. Identify and develop testing & commissioning methodology documentation with the team.
  4. Develop site work documentation with team input as necessary (risk assessment, method statement, site test documentation).
  5. Supervise full integrated system testing, CFAT, SAT and installation & calibration testing if required.
  6. Undertake or manage observations, variation and reworks.

QUALIFICATIONS AND EXPERIENCE:
  1. Deep knowledge of EC&I and Automation is preferred, but you also have a sound knowledge of other disciplines (Civil, Structural, Mechanical, Piping and Process).
  2. Deep knowledge of the Gas Transmission and Distribution Standards and Specifications for all disciplines, specifically focused around the compressor stations.
  3. Sound understanding of the current British and European Standards.
  4. Previous technical experience in the field of Electrical, Instrumentation and Control.
  5. Previous experience of supervising a team of Electrical/Instrument technicians.
  6. Previous experience with Hub2 completions management system.
  7. More than 5 years of experience as a Commissioning Engineer, in multi-discipline projects, in an Engineering / EPCM / EPC company, in the Gas Transmission and/or Distribution sector.
