General Overview:
The role is to assist the Estates Management team in the provision of Hard FM & Lifecycle Services whilst delivering a high-quality and statutory compliant maintenance service. The role will include assisting in the operation, repair and maintenance of mechanical and electrical engineering services whilst working within a multi-disciplinary hard service team environment
Impact:
The role is vital to ensure that the estate is maintained to a high compliant standard and that all statutory requirements are fully complied with and documented for all services and facilities under the control of the contract. This role will ensure that the services are delivered 24/7 as part of a four-person shift management team.
Complexity:
*Work in collaboration with the estates management team to provide an efficient and cohesive service across the Estate
*Direct management of the shift assistant estates managers, ensuring performance against FM contract requirements.
*Manage the performance of the acute shift teams. Assisting as required any Planned, Corrective and Reactive maintenance tasks
*Managing, directing, and assisting staff in a safe and efficient manner
*Co-ordination of contractors on site, ensuring safe management in line with contractual obligations and health and safety at work regulation requirements.
*Deliver training to staff on relevant subjects as appropriate so experience is gained (e.g. toolbox talks & trade specific subject matter).
*Regularly meet with directly employed staff collectively, irrespective of their trade function and individually to discuss performance and complete employee appraisals
*Manage absence and utilisation within the team effectively ensuring the rota is covered as necessary
*Responsible for first line management with regards to all Equans Human Resource and Health and Safety Policies and Procedures.
*Directly accountable for day to day matters to the Technical Services Managers.
*Ensure that planned and scheduled preventative maintenance activities for buildings, plant and equipment using the Maximo system or other works management system, are compliant with Statute, Contract Requirements, Regulations, ACOP's and Guidance (HTM's).
*Responsible for specific elements of budgetary control and give additional assistance with financial controls with reference to departmental budgetary control, regular stock takes and asset list refreshes
*Ensuring that all staff and subcontractors Response and Rectification times are met, and repairs are undertaken diligently, with due care and without undue delay. Where there is risk of failure to achieve SLAs swiftly intervene and resolve via 'recall to work' procedure for emergency repairs as required
*Managing and resolving incidents of non-compliance across the Estate in line with Contract and Company Requirements.
*Responsible for the safety of plant, equipment and infrastructure, compliance documentation and for safe working practices.
*Review/approve any amendments made by the Assistant Estates Managers to operational LOP/SOP documentation and working practices.
*Ensure adherence and evidence of all Statutory Standards and Regulations and Department of Health requirements.
*Attend as required Health & Safety forums with staff and the client on a regular basis.
*Ensure that plant and equipment data and information is delivered in an accurate and timely manner to enable accurate Condition Surveys and assist in the subsequent Lifecycle Planning as required.
*Responsible for bringing to the attention of the Technical Services Managers and all Senior Leadership any unsafe working conditions, working practices, unsafe plant or equipment encountered during the execution of duties including reporting on the company AIM's system.
*Responsible for the execution of any other estates and facilities related duties in an emergency/urgent situation, as directed by the Technical Services Managers or Senior Management Team.
*Participate as a member of the Estates Team by achieving Authorised Person (AP) status in several disciplines as required and directed by Senior Leadership Team.
*To undertake such other duties appropriate to the level and character of work as may reasonably be required within the department as requested by the Senior Leadership Team.
*To attend and participate in Training courses as required and to undertake any training in the future as may be required to ensure the duties of the post are effectively carried out or as required by the Senior Leadership Team.
*To establish and implement monitoring systems to ensure that maintenance standards and compliance are to the optimum.
*Responsible for maintaining comprehensive maintenance and compliance records.
*Assist in updating on new technology and advising on any future requirements to the staff training programme.
*Carry out EQUANS's Management Safety Visits and compliance audits (MSV) Across the contract on both Internal work force and Sub-contractors
*Carry out Monthly minimum 10% Audit checks on works carried out by the estate's teams ensuring compliance, report shortfalls and training requirements.
*Carrying out inspections of site tools, plant, access equipment and first aid equipment, reporting on findings and manage resolution ensuring safety and compliance.
*Ensure updates to Prayers are given daily and attend prayers sessions as required
*Act as a first line management response to any Events that may arise across the entirety of the QEHB Estate.
*To actively identify continuing professional development requirements and demonstrate progress towards enhancing knowledge and training.
*Monitor staff training records in order to identify any training that may be required for both front line staff and Assistant Estates Managers to ensure statutory compliance is maintained.
*To attend and participate in training courses as required and to undertake any training in the future as may be required to ensure the duties of the post are effectively carried out or as required by the Senior Leadership Team. Whilst also identifying and arranging training for staff.
*Manage and review the utilisation of the workforce working closely with the CAFM management team. Supporting review of CAFM analysis to ensure contract requirements are met.
*To actively identify continuing professional development requirements and demonstrate progress towards enhancing knowledge and training.
*Carry out investigations and procedures including but not limited to disciplinary processes, grievances, SHEQ incidents, emergency event analysis and desktop exercise processes.
*Actively engage in the prayers process and ensure all events are closed out swiftly.
*Action any other duties as required by the Senior Leadership Team.

*Base electrical qualifications C&G Part A & B
*Or City & Guild 236 Part 1 & 2
*Or City & Guilds 2330 / 2365 levels 2 & 3 Diploma
*Or EAL Electrical installation QCF Diploma levels 1, 2 & 3 (601/0409/0 & 600/6724/X & 600/9331/6)
*And EAL Level 3 Electrotechnical NVQ or C & G 2357 level 3 NVQ
*And AM2
*18th Edition of the Wiring Regulations C& G 2382-18
*City & Guilds 2391-50 Initial Verification of Electrical Installations

Any other relevant and equivalent qualification/experience

*High level of verbal, written and numeric skills and must be computer literate with knowledge of CAFM systems and all Microsoft Office packages.
*Must be able to manage people, be self- motivating, able to work on own initiative, liaise and delegate effectively with staff operating in a multi-disciplinary environment.
*A sound knowledge of the Health and Safety at Work Act, the Construction Design and Management Regulations and other relevant statutory requirements will be required.
*Able to demonstrate a sound understanding of technical and estates and building issues in the provision of construction, maintenance and FM services
*Good organizational skills and the ability to communicate at all levels.
