Great British Energy – Nuclear in Warrington seeks a highly experienced Planning professional to support and oversee TCPA and DCO applications for major infrastructure projects.   • Knowledge of the Planning Act 2008, National Policy Statements, and guidance for DCO applications.
  • Experience working in multi-disciplinary teams and coordinating internal/external resources.

Responsibilities

  • Support delivery of strategic direction, coordinating with the Planning Manager, the permissions team, suppliers and the wider team toward robust TCPA and DCO applications.
  • Govern TCPA and DCO application processes.
  • Oversee TCPA and DCO delivery activities, including stakeholder engagement, consultation, and drafting permissions documents.
  • Liaise with local planning authorities, regulators, community partnerships and other parties in the permissions process.
  • Support the planning and implementation of consultation activities.
  • Ensure compliance with relevant legislation, policies, standards and best practices for TCPA and DCO applications.
  • Monitor and report on progress and risks, escalating as needed to the Planning Manager and team.
  • Provide expert advice on TCPA and DCO matters to colleagues and senior management.

Originally named, Great British Nuclear, Great British Energy Nuclear is an arm’s length body of the Department for Energy Security and Net Zero, dedicated to supporting the development and deployment of new nuclear technologies in Great Britain. We play a crucial role in advancing nuclear new build, ensuring the UK’s energy security and achieving net-zero carbon emissions. Great British Energy – Nuclear’s first step was to start the technology selection process for Small Modular Reactors (SMRs) in 2023. SMRs can potentially be quicker to deploy and less expensive to build than traditional nuclear power plants because they are smaller, have factory-based modular manufacturing and more flexible deployment options. In June 2025, Great British Energy – Nuclear announced that Rolls-Royce SMR had been selected as the preferred bidder to build the UK’s first SMRs, following a technology selection process that began in 2023.

Responsibilities:

  • Supporting the delivery of strategic direction, coordinating with the Planning Manager, the permissions team, suppliers and the wider GBE-N team in working towards the delivery of robust TCPA and DCO applications.
  • Supporting governance of the TCPA and DCO application processes.
  • Overseeing the TCPA and DCO application delivery activities, including stakeholder engagement, consultation, and drafting of the permissions documents. Coordinating with colleagues and consultants who will lead environmental impact assessment and design work.
  • Liaising with local planning authorities, regulators, community partnerships and other parties involved in the permissions process.
  • Supporting the planning and implementation of consultation activities.
  • Ensuring compliance with relevant legislation, policies, standards, and best practices for TCPA and DCO applications
  • Monitoring and reporting on the progress and performance of the TCPA and DCO application process, including identifying and managing risks and issues. Where risks and issues need to be escalated, escalating those to the Planning Manager and other relevant members of the GBE-N team.
  • Providing expert advice and guidance on TCPA and DCO matters to colleagues and senior management.

Knowledge, Skills and Experience required:

  • A degree or equivalent qualification in a relevant discipline, such as town/rural/urban planning disciplines, environmental science.
  • Minimum of 5 years’ experience in consenting large-scale complex infrastructure projects
  • Experience in successfully supporting the preparation of complex TCPA and DCO application packages for major infrastructure projects (£500m+) in the UK through the Planning Act 2008/TCPA Act 1990.
  • Knowledge of the Planning Act 2008, the National Policy Statements, and other relevant legislation and guidance for DCO applications.
  • Experience working in multi-disciplinary teams, including internal and external resources, to drive integration, teamwork and problem solving while holding teams accountable for performance.
  • Excellent collaboration, communication, negotiation, and stakeholder management skills.
  • Ability to lead and to work both independently and as part of a multidisciplinary team.
  • Strong analytical, problem-solving, and decision-making skills.
  • Experienced and comfortable with change with the ability to work with an organisation that is undergoing significant transformation and can demonstrate a proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
  • Attention to detail and quality assurance.
  • A minimum full membership status of a relevant professional body, i.e. RTPI, ISEP
