Job Description

We are seeking a Junior Planner to join our Cadent project in Marks Tey, Essex, on an 8-month fixed-term contract.

Cadent is the UK’s largest Gas Distribution Company, owning and operating four of the eight UK Gas Distribution Networks across the East of England, London, North West, and West Midlands, covering over 131,000 kilometres of pipes.

Cadent safely and reliably transports gas to 11 million homes and operates the Gas Emergency Helpline for the UK. Costain is appointed as the Construction Management Organisation to manage planning and delivery of the annual network investment programme for the East of England Network.

Responsibilities
  1. Schedule and plan Streetworks activities with operational teams and local authorities.
  2. Submit permit requests to local councils and highway authorities via Street Manager or equivalent systems.
  3. Work closely with local authorities, facilitating the opening and closing of permits using streetworks systems, ensuring compliance with the Traffic Management Act (TMA).
  4. Build and maintain relationships with local authorities.
  5. Assist management in resolving any Fixed Penalty Notices (FPNs) received for completed works.
  6. Ensure planned works are properly recorded, resourced, and allocated according to deadlines and permit requirements.
  7. Meet all Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) related to planning.
  8. Maintain accurate records within CMS of notices, permits, and work statuses.
  9. Communicate permit conditions, traffic restrictions, and start/stop notices to field teams.
  10. Utilize specialist software (e.g., Street Manager, Symology, Aurora) to manage workflow.
  11. Generate reports on work progress, compliance, and permit status as needed.
  12. Identify and flag permit breaches, overruns, or potential FPNs for corrective action.
Qualifications
  1. Strong personal discipline, planning, and organizational skills.
  2. Excellent time management.
  3. Problem-solving skills with a diplomatic approach.
  4. Ability to monitor multiple roles and manage priorities effectively.
  5. Experience with Streetworks permitting systems, especially StreetManager.
  6. Good knowledge of the New Roads and Streetworks Act (NRSWA) and TMA.
  7. Proficiency in MS Office and customer management systems.
  8. Proactive attitude and willingness to challenge the team to improve efficiency and explore mitigations.
  9. Desirable: Experience with Primavera (P6), Excel, or MSP.
  10. Ability to interpret estimating, scheduling, and risk management tools.
  11. Relevant experience in project controls or delivery.
  12. Minimum GCSEs (or equivalent) in English and Maths.
  13. Knowledge of Streetworks and related systems such as Street Manager.
