Job summary

Morgan Law is seeking an Interim Treasury Project Accountant for a Local Authority, to lead the treasury function during a period of change and modernisation. Hybrid working will apply as the project progresses.

The role covers liquidity management, borrowing and debt, and leading a small treasury team while driving process improvements and supporting system upgrades from LOGOTECH to PS Live.

Qualifications

• Local government treasury experience required.
• Proven ability to manage liquidity, investments and debt portfolios.
• Experience leading a treasury team.
• Track record of driving process improvements.
• Experience with finance transformation projects.

Responsibilities

• Lead day-to-day treasury operations and liquidity management.
• Oversee borrowing, investments and treasury strategy delivery.
• Manage loan portfolios and debt management.
• Lead a small treasury team on a day-to-day basis.
• Review and improve treasury processes and controls.
• Support migration from LOGOTECH to PS Live and map to the new system.
• Assist data migration, testing and implementation activities.
• Train treasury staff on new ways of working.
• Update treasury procedures and governance documentation.
• Ensure uninterrupted treasury reporting during the transition.

INTERIM TREASURY PROJECT ACCOUNTANT
6-9 MONTH CONTRACT
HYBRID WORKING
LOCAL AUTHORITY

I’m currently supporting a Local Authority that is looking to appoint an experienced Interim Treasury Accountant to lead its treasury function during an exciting period of change and modernisation.

Key responsibilities will include:

• Managing the Council’s day-to-day liquidity and cash flow position
• Overseeing borrowing, investments and treasury strategy delivery
• Managing the loan portfolio and debt
• Leading a small treasury team day to day
• Reviewing and improving established treasury processes and controls
• Acting as business lead for the migration from LOGOTECH to PS Live
• Mapping existing processes into the new system
• Supporting data migration, testing and implementation activities
• Training treasury staff on new ways of working
• Updating treasury procedures and governance documentation
• Ensuring treasury reporting and operations continue uninterrupted throughout the transition

The ideal candidate will have:

• A strong local authority treasury background, within a Local Government setting
• Significant experience managing cash flow, investments, borrowing and debt portfolios
• Previous team leadership experience
• A track record of driving process improvements and efficiencies
• Experience supporting systems implementations, upgrades or finance transformation projects
• Knowledge of LOGOTECH and/or PS Live would be advantageous
