ROLE PURPOSE:



To provide expert advice, undertake complex case work, represent the Local Authority in high profile situations and proactively contribute to support the effective leadership and management of the Housing Options, Move-On and Homeless Prevention service for residents in need of housing advice and assistance.



The post-holder will be responsible for proactively contributing to leading a service delivering housing options advice, including low cost home ownership, preventing homelessness and undertaking statutory assessments.



The operational service delivery will be consistently accurate, flexible and responsive to client needs within available resources ensuring agreed team plans and performance targets are delivered and that a culture of putting our residents first and continuous service improvement is maintained. The post-holder will be responsible for leading and contributing to the delivery of strategic improvements to the service and other corporate, cross-cutting priorities, as required, on a portfolio, project basis. This includes working closely with social care services to support the move-on of families to suitable accommodation, leading on cross-service strategies and understanding the impact of housing decisions on other key service areas.

QUALIFICATIONS

Educated to degree level in a relevant field or equivalent experience.

Management qualification to diploma level

Member of a recognised professional body



EXPERIENCE

Significant experience working in a demand-led, front facing team involving interviewing and assessing clients need for assistance .

Experience of complex case work and the application of case work management systems, including management of independent case reviews.

A successful track record operating at a senior officer level in a Housing or similar organisation.

Experience of identifying, developing and implementing innovative, cost effective, solutions that lead to improved business processes and service improvements using recognised improvement methods.

Experience of successfully managing a complex project involving a range of partners.

Experience of budget management.

KNOWLEDGE & SKILLS

To have a comprehensive and cross cutting understanding of relevant policy and strategy areas, including, but not exclusively: a. Hillingdon’s housing strategy, homelessness strategy and related sub strategies. b. Hillingdon’s Health and wellbeing strategy. c. Hillingdon’s social housing allocations policy

The Housing Act 1996 part VI & VII. e. Codes of guidance from central government. f. DWP guidance and benefits regulations. g. Domestic abuse strategy. h. Safeguarding children and adults’ guidance. Ability to manage staff effectively and create high performing teams (project teams).

Demonstrable project and change management skills across and within services.

Strong negotiation and influencing skills with the ability to appropriately challenge.

Experience in using performance information to support operational service delivery improvements.

Excellent ICT skills and knowledge of service specific software to maximise effectiveness.

Ability to manage a complex budget.

Proven ability to make sound strategic decisions and a good working knowledge of strategic planning.

Good understanding of practical implementation of procurement and commissioning of services.
