Role: Interim Senior Commissioner REF 5263197
Contract Length: Until September 2025
Location: Gloucester
IR35: Inside
Pay Rate to Intermediary: £450 per day

Spinwell is recruiting for an Interim Senior Commissioner for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE INTERIM SENIOR COMMISSIONER

  • Support the SEND Leadership Team in leading the development and implementation of change projects leading to improved integrated working and better outcomes for children.
  • To deputise for the SEND Sufficiency Service Manager and facilitate the continued delivery of the service.
  • To provide line management, supervision, and work oversight to the Specialist Commissioning Team.
  • Support and develop key networks and relationships both internally and externally, including with other teams and agencies supporting children and families – to ensure services are working together to support children and young people.
  • Work closely with education settings, legal services, and other practitioners on all aspects of quality assurance and sufficiency.
  • Work with providers to provide constructive challenge and support to improve outcomes for children, including investigating complaints and contacts from parents and regulators.
  • Develop, manage and implement appropriate commissioning processes for Section 19 and EOTAS, including safeguarding oversight.
  • Work in partnership with the internal education services and Altus school to develop specialist outreach support for children at risk of/or have been excluded.
  • Develop and implement processes to reduce the number of children/young people with EHCPs who are currently or potentially children missing education (CME) and engage them in their learning.
  • Develop, manage, monitor and evaluate the quality of all commissioned specialist/post 16 education across localities, addressing any issues of inconsistency and compliance and ensuring services are child-centred and outcome-focused, regardless of internal or partnership structures.
  • Identify gaps in service provision and develop and implement processes to close these gaps and increase the life opportunities for children/young people with EHCPs.
  • Lead defined project and strategic development work.
  • Maintain knowledge and experience of national initiatives, new legislation and emerging practice, working with colleagues in other agencies in partnership, to implement key changes and monitor their impact.
  • Ensure effective and transparent decision-making is in place and is quality assured.
  • Monitor outcomes for children, tracking resources against impact to inform development of service delivery and allocation of funding.
  • Promote the welfare of children and young people and always ensure priority is given to safeguarding (keeping children safe in education, KSCIE) and that GCC safeguarding policies and procedures are followed.
  • Car owner/driver, with access to a vehicle within working hours, and hold a current full driving licence valid for driving in the UK.
  • This post is subject to enhanced DBS disclosure, and you will be asked to apply for a Disclosure certificate if you are offered the position.

SKILLS/EXPERIENCE OF THE INTERIM SENIOR COMMISSIONER

Applicants should be experienced education commissioners and have an excellent understanding of specialist placement commissioning. Some home working during a working week is expected; however, candidates must be prepared to travel to Gloucestershire and surrounding areas.
