Spinwell Ltd is seeking an Interim Senior Commercial Manager to support high-value ICT procurement projects in the public sector. The role is London-hybrid, 6 months, with 40% office time.

The successful candidate will manage multiple procurements, ensure regulatory compliance (PCR 2015, Procurement Act 2023), and bring MCIPS or equivalent expertise to a fast-paced environment.

Qualifications

• Experience delivering high-value ICT procurement tenders in the public sector.
• Strong knowledge of PCR 2015 and the Procurement Act 2023.
• PA23 training completed or willing to undertake it.
• Ability to manage multiple procurements concurrently across lifecycle stages.
• Experience with Open Procedure, CCS framework mini-competitions and competitiveFlexible procedures.

Contract Length: 6 months

Location: Hybrid/London - 40% time to be spent in the office.

Pay Rate to Intermediary: Market Rate

Spinwell is recruiting for an Interim Senior Commercial Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE INTERIM SENIOR COMMERCIAL MANAGER

An experienced Interim Senior Commercial Manager to support the delivery of multiple high-value procurement projects within the ICT category. The successful candidate will be assigned a defined portfolio of Digital projects and will bring strong commercial acumen, operational procurement expertise, and proven experience managing complex public sector tenders. They will have PA23 Comp Flex experience and expertise- as well as the ability to lead, with support.

SKILLS/EXPERIENCES OF THE INTERIM SENIOR COMMERCIAL MANAGER

• Extensive experience in operational procurement within the ICT category, ideally across both products and services, including Networks Services, Infrastructure and SaaS.
• Ideally MCIPS qualified or equivalent experience.
• Demonstrated track record of delivering high-value tenders through a range of procurement procedures, including Open Procedure and CCS framework mini-competitions.
• Experience with Competitive Flexible procedures would be an advantage.
• Strong working knowledge of public sector procurement regulations and frameworks PCR 2015 and the Procurement Act 2023
• PA23 training must be completed (or willingness to undertake the training independently upon appointment).
• Proven ability to manage multiple concurrent procurements, at varying stages of the lifecycle.
• Self-starter; capable of delivering outcomes in a fast-paced environment.
• Excellent stakeholder management and communication skills.
