Job summary

Spinwell Global Limited seeks a Commercial Manager to oversee public sector contracts from Salisbury with hybrid working 2–3 days on site. The role supports programme delivery within SC clearance requirements, navigating NEC/ECC/PSC frameworks and supplier relationships.

The ideal candidate has a strong background in construction/estates/facilities and the ability to drive cost-effective outcomes while coordinating with internal stakeholders and external suppliers in a dynamic environment.

Qualifications

• Experience with Public Contract Regulations and Defence/Public Contract Regulations.
• NEC contracting experience (ECC/PSC), with NEC 3 or 4 awareness; NEC 4 preferred.
• Background in Construction, Estates or Facilities and strong supplier relationship management.

Responsibilities

• Assess the existing Commercial landscape and its impact on programme delivery.
• Design and implement approaches to ensure the right outcomes for the department.
• Lead on supplier integration relating to relationships and cost impact.
• Clarify ability to terminate current contracts with programme finance leads on impact/benefits.
• Renegotiate existing contracts and manage impact of commercial financial models.
• Act as primary point of contact between incumbents and the department.

Contract Length: 240 working days over 12-month period
Location: Hybrid/Salisbury - 2-3 days per week on site
IR35: Inside
Pay Rate to Intermediary: Market Rate
Security Clearance: SC and Sole UK National requested
Spinwell is recruiting for a Commercial Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE COMMERCIAL MANAGER

• Responsible for assessing the existing Commercial landscape and reviewing the impact on programme delivery.
• Design and implement approaches which ensure the right outcome for the department.
• Lead on Supplier integration with regards to relationship and cost impact.
• Able to clarify the ability to terminate current contracts, working with programme finance leads to understand impact and realisation of any potential benefits.
• Capable of renegotiating existing contracts.
• Manage the impact of existing Commercial financial models.
• Act as the primary point of contact between the incumbent Suppliers and the department.

SKILLS/EXPERIENCE OF THE COMMERCIAL MANAGER

• Experience with Public Contract Regulations, Defence and Security Public Contract Regulations.
• Worked in a commercial environment involving infrastructure works and soft and hard facilities management.
• Experience of NEC contracting, specifically Engineering Construction Contracts (ECC) and Professional Service Contracts (PSC), including an awareness of NEC 3 or 4 contracting. NEC 4 is preferred.
• Managing communication with suppliers and internal stakeholders will be required.
• Ability to communicate priorities and business plans to internal and external stakeholders whilst ensuring that all programmes and projects deliver to time, cost and quality.
• Public sector experience is preferred
