Job summary

Carrington West is seeking an experienced Compliance Manager in London to lead statutory property compliance across a large council estate. The role involves managing a small team of compliance officers, overseeing contractor work, and ensuring governance across gas, electrical, fire safety and water hygiene disciplines.

You will report to the Head of Compliance, Maintenance and Facilities Management, driving improvements while delivering audits, reports and CAFM data management.

Qualifications

• Significant experience managing property compliance within local authority, public sector or large corporate estate.
• Strong knowledge of asbestos, fire safety, gas, electrical, water hygiene and mechanical & electrical compliance.
• Experience managing contractors, consultants and compliance programmes.
• IOSH/NEBOSH certificates or equivalent qualifications.
• Experience using CAFM systems and managing compliance data.

Responsibilities

• Lead property compliance across the council's estate, including gas, electrical and fire safety.
• Oversee statutory inspection programmes and ensure compliance obligations are met.
• Procure and supervise surveys, testing programmes and remedial works.
• Monitor contractor performance against specification, budget and timescales.
• Develop and maintain compliance policies, procedures and governance.
• Conduct audits and inspections to monitor ongoing compliance performance.
• Produce reports and assurances for senior management.
• Manage compliance data and CAFM records.
• Support procurement and re-tendering of compliance contracts.
• Lead on compliance risk management and audit readiness.
