Job summary

South East Council is seeking an experienced Private Sector Housing Manager to lead the Private Sector Housing function on an interim basis. The role offers hybrid working with 1–2 days on-site and a 3–6 month rolling contract.

The candidate will shape service delivery, oversee enforcement and housing standards, and prepare for upcoming legislative changes such as the Renter’s Rights Bill, while providing strategic direction and staff development.

Qualifications

• Proven experience managing a Private Sector Housing or Environmental Health team within a Local Authority.
• Strong understanding of housing legislation, enforcement, and regulatory frameworks.
• Experience preparing services for legislative or policy changes (experience relating to the Renter’s Rights Bill highly desirable).
• Confident leadership and stakeholder management skills.
• Ability to hit the ground running in an interim environment.

Responsibilities

• Lead and manage the Private Sector Housing team, ensuring effective service delivery across all functions.
• Oversee enforcement, housing standards, and regulatory compliance within the private rented sector.
• Prepare the service for the implementation of the Renter’s Rights Bill, including reviewing policies, procedures, and operational readiness.
• Provide strategic direction and operational oversight to ensure the team is aligned with upcoming legislative requirements.
• Support and develop team members, driving performance and maintaining high service standards.
• Work collaboratively with senior stakeholders across the Council.
