Job summary

Morgan Law is seeking an experienced Job Evaluation Specialist to support a Local Government client on a hybrid basis. You will apply NJC and GLPC frameworks to ensure consistent, fair evaluation of roles across the organisation.

Ideal candidates will bring proven job evaluation experience in local government, strong analytical ability, and the capacity to advise HR and managers on evaluation outcomes while maintaining robust records and audit trails.

Qualifications

• Demonstrable experience as a Job Evaluation Specialist or similar reward/HR/OD role.
• Strong practical knowledge of NJC and GLPC schemes.
• Experience evaluating roles within local authorities or public sector.
• Ability to interpret job descriptions and apply evaluation factors consistently.
• Experience facilitating job evaluation interviews, panels or moderation sessions.
• Excellent stakeholders management and communication skills.

Responsibilities

• Undertake job evaluations using NJC and GLPC schemes, ensuring consistency with frameworks.
• Review job descriptions and person specs to reflect responsibilities accurately.
• Conduct job evaluation interviews and gather information from managers and postholders.
• Analyse roles against evaluation factors and produce evidence-based outcomes.
• Provide specialist advice on methodology and outcomes to HR and managers.
• Support job evaluation panels, moderation meetings and resolve evaluation queries.
• Maintain records and audit trails for evaluations.
• Ensure fairness, objectivity, and alignment with council policies.
• Assist in reviewing and updating job evaluation processes and documentation.
• Collaborate with HR, reward and org design on pay, grading, and role structure matters.

Job description

Morgan Law are looking for an experienced Job Evaluation Specialist to join our Local Government client on an initial 6-8 month contract.

This is an excellent opportunity for a specialist with a strong understanding of local government job evaluation frameworks to support the consistent, fair and robust evaluation of roles across the organisation.

This role is offered on a hybrid working basis. The successful candidate will have practical experience of working with the NJC (National Joint Council) and GLPC (Greater London Provincial Council) job evaluation schemes, with the ability to assess roles, provide expert advice and support the effective application of the council's job evaluation processes.

Key Responsibilities

• undertake job evaluations using the NJC and GLPC job evaluation schemes, ensuring consistency and adherence to agreed frameworks and procedures.
• Review job descriptions and person specifications to ensure they accurately reflect the responsibilities, duties and requirements of each role.
• Conduct job evaluation interviews and gather relevant information from managers and postholders where required.
• Analyse roles against the relevant evaluation factors and produce clear, evidence-based evaluation outcomes.
• Provide specialist advice and guidance to HR colleagues, managers and other stakeholders on job evaluation methodology and outcomes.
• Support job evaluation panels, moderation meetings and the resolution of evaluation queries or discrepancies.
• Maintain accurate records, documentation and audit trails for all evaluations undertaken.
• Ensure evaluations are conducted fairly, objectively and consistently, in line with council policies and relevant local government arrangements.
• Support the review and maintenance of job evaluation processes, guidance and documentation.
• Work collaboratively with HR, reward and organisational design teams on related pay, grading and role structure matters.

Essential Experience and Skills

• Demonstrable experience working as a Job Evaluation Specialist or in a similar reward, HR or organisational design role.
• Strong practical knowledge of both the NJC and GLPC job evaluation schemes.
• Experience evaluating roles within a local authority or wider public sector environment.
• Ability to interpret job descriptions, identify key role requirements and apply evaluation factors consistently.
• Experience facilitating job evaluation interviews, panels or moderation sessions.
• Strong analytical skills, with the ability to explain and evidence evaluation decisions clearly.
• Excellent stakeholder management and communication skills, including the ability to advise managers and HR professionals on complex evaluation matters.
• A high level of accuracy, attention to detail and commitment to fairness, consistency and confidentiality.
