Job summary

Page Executive is partnering with a combined authority in the Northwest of England to recruit an interim Head of Policy & Strategy (Deputy Director).

You will lead the Policy Team, drive policy and strategy across the organisation, advise senior stakeholders with authoritative policy direction, and coordinate cross‑organisational collaboration to craft cohesive policy approaches during a period of transition. Hybrid working is available.

Qualifications

• Leadership experience within Central Government.
• Senior Civil Service (SCS) / Deputy Director level experience.
• Proven track record leading policy and strategy functions in complex environments.
• Experience working across multiple policy areas as a policy generalist.
• Ability to manage competing priorities and work under pressure.

Job Description

I am recruiting an interim Head of Policy & Strategy (Deputy Director) for a combined authority in the Northwest of England. You will:

• Provide leadership and management to the Policy Team.
• Lead and coordinate policy and strategy development across the organisation.
• Act as a senior adviser, offering authoritative policy guidance and direction.
• Bring together policy experts and subject matter specialists to develop cohesive recommendations.
• Work collaboratively across organisational boundaries to build consensus and alignment.
• Engage effectively with a broad range of internal and external partners.
• Support the organisation through a period of transition and organisational change.
• Ensure policy development is delivered at pace and to a high standard.

The Successful Applicant

Essential Experience

• Significant leadership experience within Central Government.
• Operated at Senior Civil Service (SCS)/ Deputy Director level or equivalent.
• Strong track record of leading policy and strategy functions in complex environments.
• Experience working across multiple policy areas as a policy generalist.
• Proven ability to work under pressure and manage competing priorities.
• Strong people leadership and line management capability.
• Experience influencing senior stakeholders and landing policy across organisational and partner boundaries.
• Ability to bring together diverse viewpoints and expertise to create coherent policy approaches.
