Job Description:

Head of Highways and Parking Operations

We are seeking a key member of our Environmental team for this high-profile role with an interesting portfolio which directly influences the future of Hillingdon. Collaboration with other Directors is essential.

We will consider either a fixed-term contract or a day-rate contractor.

The role includes:

1. Leading and delivering effective highways and parking services for Hillingdon Council, ensuring compliance with legal requirements.
2. Driving continuous improvement in service delivery and resource use, working with senior leadership and council members to develop and implement highway strategies.
3. Developing and managing programs of work with measurable KPIs.
4. Leading a commercially driven team to meet financial and performance targets, ensuring robust council protections.
5. Managing large capital projects, budgets, and ensuring revenue activities align with priorities.
6. Achieving efficiency targets and maintaining the commercial viability of contracted services.
7. Building relationships with external partners, including TfL and funders for major schemes.
8. Overseeing the management of highway assets, including roads, lighting, structures, and green spaces.
9. Managing the highways network, including inspections, permits, contracts, legal issues, and working with utilities and contractors to minimize disruptions.
10. Monitoring and maximizing organizational and supply chain performance, ensuring targets are met, including those related to the Local Implementation Plan (LIP).
11. Supporting organizational change and promoting new working methods.
12. Ensuring health, safety, and well-being of staff and suppliers.

About You:

The ideal candidate will have significant senior management experience in highways and parking management, with a proven track record in strategic planning, project delivery, and stakeholder engagement at local and national levels. Experience working in local government or similar complex organizations, influencing elected officials, and delivering strategic objectives is essential.
