Job description

Robertson Bell is proud to be partnering with the Horserace Betting Levy Board to recruit a Finance Manager on a 12-month contract, covering a period of maternity.

HBLB is an influential organisation, supporting the horseracing industry by reinvesting a levy, taken from bookmakers and the Tote, to fund meets, both small and large, as well as facilitate improvements to welfare, medicine and training.

Although very much an independent organisation, HBLB operates at arm’s length of the Department for Digital, Culture, Media & Sport.

The Finance Manager is responsible for:

  • Owning the financial accounts, including preparation of the Annual Accounts and Report, and leading engagement with DCMS and the National Audit Office.
  • Delivering the monthly management accounts with supporting commentary and analysis.
  • Assisting with the annual budget setting process and supporting key stakeholders with budget management throughout the year.
  • Supporting the upgrade of the existing finance system in a bid to drive automation.
  • Overseeing key aspects of the payments process, led by the Assistant Accountant.

HBLB are based in Canary Wharf and work to a hybrid policy of six days office attendance per month.

The successful candidate will:

  • Offer strong financial accounting skills, including preparation of the annual accounts.
  • Have exposure to wider areas of finance, such as management accounting and financial operations.
  • Be a CCAB or CIMA qualified accountant.
  • Possess strong communication skills and the ability to build relationships with key stakeholders.
  • Use MS Excel proficiently at an intermediate level.

Experience working in a Central Government Arm’s Length Body is advantageous and wider Public Sector experience preferable. Exposure to upgrading or implementing a finance system is also highly beneficial.
