Job summary

Harlow District Council is seeking an Interim Emergency Planning and Resilience Manager for a 3-month agency contract in Harlow, Essex. The role is on a 3 days per week basis, with 2 days on site, and a daily umbrella rate of £500 inside IR35.

The successful candidate will lead emergency planning, resilience, and recovery activities, upskill staff, and run exercises while ensuring robust governance and data protection compliance.

Qualifications

• Experience in emergency planning, resilience, incident response and recovery.
• Knowledge of statutory duties under Civil Contingencies Act 2004 is desirable.
• Ability to train and upskill staff and run exercises.

Responsibilities

• Upskilling and recruiting Local Authority Liaison Officers.
• Ensuring rest centre equipment is suitable and rest centre managers are trained.
• Training duty Incident managers.
• Improving business continuity.
• Training Members on their role during an incident.
• Running emergency planning exercises.
• Completing local risk assessments.
• Managing the out of hours rota.
