Harlow District Council is seeking an Interim Emergency Planning and Resilience Manager for a 3-month agency contract. The post is temporary, part-time (3 days per week) with on-site requirements for 2 days. The role carries a daily umbrella rate of £500 within IR35, based in Harlow.

Experience in emergency planning, resilience, response, and recovery is essential, with strong governance, data protection knowledge and the ability to lead and train teams during incidents.

Essex County Council are delighted to be supporting Harlow District Council to recruit an Interim Emergency Planning and Resilience Manager on a 3-month agency contract basis. Please note that this post is being offered on a 3 days per week basis, and it requires the successful individual to be based on site for 2 of these days.

Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

This role will require an individual who has demonstrable experience in emergency planning, resilience, response and recovering to manage the following areas:

• Upskilling and recruiting Local Authority Liaison Officers

Knowledge you bring:

• Comprehensive knowledge of the Civil Contingencies Act 2004 related statutory duties, guidance and good practice
• Knowledge of risk assessment, local and regional risk registers, emergency planning, incident response and recovery
• Understanding of governance, audit trails, data protection and information security requirements
• Calm, resilient and professional under pressure
