Job summary

1st Executive Ltd is seeking an Interim Commercial Manager to join a major public-sector organisation within Corporate Services. The role combines hands-on procurement across pre-contract strategy, tendering and governance with stakeholder engagement to shape commercial solutions.

You will lead from strategy through tender and evaluation, produce governance papers, and manage procurement processes in a high-pressure environment.

An Interim Commercial Manager to join a major public-sector organisation and play a key role in delivering complex, high-value procurement activity, wihtin Corporate Services.

This is a hands-on commercial role for someone who can confidently operate across pre-contract procurement, stakeholder engagement, tendering, evaluation and governance.

The Role:

• Develop and deliver pre-contract procurement strategies and routes to market
• Engage with stakeholders to understand requirements and shape commercial solutions
• Lead procurement activity from strategy through to tender and evaluation
• Draft high-quality governance papers and secure approval through internal boards
• Prepare tender documentation and manage the procurement process
• Apply market intelligence and data creatively to develop and assess options
• Work collaboratively with internal stakeholders, suppliers and wider commercial teams

Requirements:

• Public-sector procurement, with Professional / Corporate Services experience
• Strong pre-contract procurement expertise, including strategy, tendering and evaluation
• Drafting governance papers and successfully navigating approval processes
• Strong stakeholder management & influencing skills
• Using market knowledge and data insight to develop creative commercial options
• Working effectively in complex, high-pressure environments
