Interim Commercial Lead – Housing Technical Services

Position: Interim Commercial Lead – Housing Asset Management
Location: Essex (1–2 days onsite per week)
Rate: £450 per day (Inside IR35)
Duration: 6 months (likely extension)

Key Responsibilities:

• Oversee the commercial management of housing asset projects (cost estimating, budgeting, forecasting, and reporting)
• Ensure projects are delivered within budget and on time Maintain compliance with construction contract law, council policies, and procurement procedures
• Develop and implement cost management strategies using contracts like JCT and NEC
• Prepare monthly reports on cost, progress, and performance, identifying trends and informing decisions
• Manage financial aspects of all contracts and budgets, providing commercial support and advice to the department
• Negotiate contracts, prices, and variations with contractors, subcontractors, and suppliers
• Provide training and guidance to ensure compliance with relevant standards
• Establish systems to track project costs and ensure completion within quality and time standards
• Monitor performance to ensure adherence to agreed targets
• Develop strategic planning strategies to improve service efficiency

Essential Experience & Qualifications:

• Degree in Quantity Surveying or a similar commercial qualification
• Chartered Member of RICS (or equivalent body such as CIPS)
• Knowledge of Building Regulations, EU Procurement Directive, and relevant legislation
• Experience with various commercial models, including NHF schedules and work valuation methods
• Proficiency in negotiating and using contracts like TAC/TPC, NEC, and JCT
• Experience with Reactive, Planned, and Cyclical Maintenance contracts
• Strong analytical, reporting, and communication skills
• Strong staff management skills, with the ability to lead and develop a team
