Job summary

Vivid Resourcing Ltd is seeking an Interim Building Surveyor to manage planned maintenance across council assets and to lead capital projects within the Estates in the Commercial & Assets Directorate. The role is on-site 3 days a week on a 3-month initial contract, with a daily rate up to £500 (umbrella).

You will drive end-to-end capital projects, oversee facilities management and contractor performance, and provide property advice to support the council's estate strategy.

Qualifications

• RICS qualification is essential.
• Experience of planned preventative maintenance and contract management for capital projects.
• Local authority experience would be desirable.

Responsibilities

• Work proactively with the Estate & Assets team to ensure Estates operates effectively.
• Drive end-to-end lifecycle of capital projects across the estate.
• Oversee facilities management and maintenance across the estate to keep assets well-maintained and fit for purpose.
• Manage contracts and performance to ensure safety, regulatory compliance and value.
• Provide property advice to support the council's estate strategy.
• Build strong relationships with tenants, internal teams and external partners.
• Ensure compliance with legal and regulatory frameworks.

Role purpose:

Working within Estates in the Commercial and Assets Directorate you will be responsible for all planned maintenance across all assets and capital projects management.

Key responsibilities:

• Work proactively and positively with the Estate & Assets Assistant Director and wider estates team to ensure the successful working of Estates in the Commercial & Assets Directorate
• Drive the end-to-end lifecycle of critical capital projects across the estate, ensuring they are delivered on time, within scope, and to the highest standard.
• Oversee the management of the Councils facilities management operations and planned maintenance across the estate ensuring assets are well-maintained, optimised, and fit for purpose
• Oversee facilities management and project service contracts, rigorously managing contractor performance to ensure safety, regulatory compliance, and maximum value.
• Provide comprehensive property advice to support the Council s broader estate strategy, contributing to the delivery of key services and community benefits.
• Build and maintain strong working relationships with key stakeholders, including tenants, internal teams, and external partners.
• Ensure compliance with all legal and regulatory frameworks, advising on property related issues as required
