Job summary

Basildon Borough Council is seeking an Interim Asbestos & Water Hygiene Manager to lead the asbestos and water hygiene function in a 6-month, hybrid role. The post supports Basildon Borough Council with Essex County Council in Basildon area, with a focus on statutory compliance, risk management and contractor oversight.

The role requires BOHS P405 qualification and membership of a professional body, with extensive experience in social housing asbestos and water hygiene compliance, and strong

Qualifications

• Must have BOHS P405 asbestos qualification
• Membership of BOHS/NEBOSH/IOSH or equivalent
• Significant experience in asbestos and water hygiene compliance in social housing
• Strong knowledge of asbestos regulations and legal requirements
• Strong knowledge of legionella prevention and water hygiene including HSE ACoP L8
• Experience managing specialist compliance contractors and enforcing accountability
• Experience developing compliance programmes and producing MI & assurance reports

Responsibilities

• Lead operational management and oversight of asbestos and water hygiene service areas.
• Ensure compliance with all statutory/regulatory requirements and associated guidance.
• Oversee management surveys, refurbishment/demolition surveys, reinspections and condition assessments.
• Maintain asbestos register and management plans, keep them current and communicated to staff/contractors.
• Monitor remediation work identification, assessment and completion.
• Ensure controls for repairs, maintenance, and refurbishment where asbestos may be present.
• Ensure controls for water hygiene.
• Manage removal/remediation contractors for asbestos and water hygiene.
• Oversee legionella risk assessments and water hygiene monitoring programmes.
• Oversee remedial actions from water hygiene assessments and audits.
• Collaborate with internal teams and external contractors to manage risks.
