Spinwell is recruiting for an Insurance Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE INSURANCE MANAGER

The assignment is to provide additional professional expertise and capacity within the team especially, in the first instance, to the underwriting function.

Activities include managing insurance arrangements, contributing to insurance procurement and contract management, and acting as a technical referral point for queries.

The ideal candidate will have a good technical understanding of local authority insurance and be able to contribute to decision-making on complex and high-value insurance matters, ensuring that solutions effectively balance risk, financial implications, and market conditions.

The role entails providing authoritative professional advice to senior stakeholders, including Section 151 Officers and ensuring regular reviews of customer insurance arrangements to support value for money and appropriate financial protection.

In the coming weeks and months there is a focus on the tender and procurement of the major multi-year insurance contracts for two of the partner Councils, and it is anticipated the roleholder will need to contribute to specification and technical evaluation aspects of this project. Quickly following this Cambridgeshire County Council is engaged in local government reorganisation which will require preparations for insurance for successor bodies from 2028.

The aspirations for the role would also see a contribution to wider service improvement. We would welcome conversations with candidates from wider backgrounds, whether that is in relation to local authority insurance claims management, general management and continuous improvement in complex public service environments, or from the commercial insurance sector with an aptitude to apply knowledge and expertise to local government

SKILLS/EXPERIENCE OF THE INSURANCE MANAGER
  • Strong insurance management experience, ideally gained within Local Government, Public Sector, or organisations dealing with public authority risks.
  • Experience of insurance procurement and tender evaluation processes.
  • Proven managerial and supervisory experience.
  • Strong underwriting knowledge, particularly around insurance placements, programme design, and procurement activities rather than claims management.
  • Ability to work effectively in a busy, fast paced environment.
  • Excellent stakeholder management and customer service skills.
