About the Six Goals for Urgent & Emergency Care (UEC)

An exciting opportunity has arisen to join the Six Goals for Urgent & Emergency Care (UEC) team. The Six Goals Programme brings together expertise from across NHS Wales, including Health Boards, NHS Trusts, NHS Wales Performance and Improvement, the Welsh Value in Health Centre, and Adult Social Care, alongside third-sector partners. Our focus is on delivering national strategic and ministerial priorities for Urgent and Emergency Care, specifically improving Hospital discharges using a Home First approach, reducing POCD, increasing Trusted Assessor, embedding D2RA and the Optimal Hospital Flow Framework across Wales.

Role: Innovation & Transformation Manager (UEC)

The Innovation & Transformation Manager (UEC) will develop, inform and influence the implementation of strategy for service delivery and policy objectives to enable the NHS in achieving and sustaining the national requirements of the Welsh Government Delivery Framework.

Organisational values

Our organisational values of Working Together, with Trust and Respect, to Make a Difference, are underpinned by our Being Our Best Framework. The Being Our Best colleague groups which apply to this role are Colleague and Organisational Leader. The postholder will collaborate with partners to create and update plans that improve outcomes for people using the UEC care system. This will include overseeing the implementation of workstreams and plans to ensure delivery and establishing performance systems to ensure transparency and accountability.

Key responsibilities
  • Clearly communicate the benefits of the 6 Goals UEC National Programme transformation for individuals, professionals, the health and care system, and Wales, and ensure regular, clear updates on the programme's progress across the system.
  • Identify and address barriers to implementation in collaboration with partners and engage and influence effectively at a very senior level, including the ability to challenge stakeholders and partners and internally.
  • Promote effective system leadership and partnerships, embedding these values in the culture.
  • Build strong relationships across NHS Wales, Adult Social Care, Public Health Wales, NHS Wales Performance and Improvement, and Welsh Government.
  • Identify opportunities for innovation, including service redesign and digital solutions, and champion their implementation to improve diabetes outcomes.
  • Ensure strong governance, performance management, budget oversight, and risk management within the programme.
Organisational context

NHS Wales Performance and Improvement works in partnership for and on behalf of Welsh Government, in and with the NHS in Wales and is hosted by Public Health Wales. Our key purpose is to drive improvements in the quality and safety of care — resulting in better and more equitable outcomes, access and patient experience, reduced variation, and improvements in population health. We do this by providing strong leadership and strategic direction, enabling, supporting, and directing NHS Wales to transform clinical services in line with national priorities and standards.
