Overview

This is a Secondment for 100 weeks. Approval from your line manager is required to apply. An exciting opportunity to join the Six Goals for Urgent & Emergency Care (UEC) team as the Innovation & Transformation Manager (UEC).

The Six Goals Programme brings together expertise from NHS Wales and partners to deliver national strategic and ministerial priorities for Urgent and Emergency Care, with a focus on improving Hospital discharges using a Home First approach, reducing POCD, increasing Trusted Assessors, embedding D2RA and the Optimal Hospital Flow Framework across Wales. The Innovation & Transformation Manager (UEC) will develop, inform and influence the implementation of strategy for service delivery and policy objectives to enable the NHS in achieving and sustaining the national requirements of the Welsh Government Delivery Framework.

Role Responsibilities
  • Programme Leadership – Lead and support the 6 Goals UEC National programme on behalf of the National leads and National Director; convene and service the 6 Goals UEC Board; ensure accountability of the programme Board and performance.
  • Implementation and Delivery – Collaborate with partners to create and update plans to improve outcomes; oversee workstreams and establish performance systems for transparency and delivery.
  • Communication – Clearly communicate benefits of the programme and provide regular updates on progress across the system.
  • System Leadership – Identify barriers, engage senior stakeholders, promote system leadership and ensure strong clinical leadership and cross-organisational relationships.
  • Engagement and Innovation – Ensure meaningful engagement with people using the UEC care system; identify opportunities for innovation, service redesign and digital solutions, champion their implementation.
  • Governance and Stewardship – Ensure governance, performance management, budget oversight and risk management; deputise for the National leads as required.
  • Professional Development and Leadership – Maintain professional registrations; support staff development and participate in appraisals.
  • Additional Responsibilities – Undertake other duties as required; respect confidentiality and safeguard information.
Qualifications and Knowledge

Essential

  • Masters Degree or relevant professional qualification or equivalent experience in healthcare, public health, management, or leadership.
  • Strong knowledge of the healthcare system in Wales, including NHS Wales Performance and Improvement and Public Health Wales.
  • Detailed knowledge of NHS, Adult Social Care, Primary care, National and local government; knowledge of developing clinical quality assurance and evidence-based practice; commitment to improving health and social care.

Desirable

  • Qualification in quality, systems leadership, clinical leadership or programme management; knowledge of digital health innovation.
  • Welsh language skills are desirable.
Experience and Skills

Essential

  • Proven track record of leading large-scale, complex transformation programmes in healthcare or related sectors.
  • Experience working across multiple organisations and teams to deliver strategic outcomes; stakeholder management including senior leaders and external partners.
  • Experience in performance management, governance, and budget oversight; ability to influence without authority.
  • Strong leadership, strategic thinking, communication, and relationship-building skills; analytical and problem-solving capabilities.

Desirable

  • Championship of innovation in service redesign and digital health.
