ROLE PURPOSE
To provide technical support to the Traffic and Highways Asset team within Environment and Enterprise, enabling the team to achieve high service standards designed to improve the quality of life for Harrow residents and customers
DIMENSIONS
To work as part of the Traffic and Highways Asset team in accordance with statutory requirements and in compliance with relevant Council policies and procedures
To make purchases on SAP in accordance with Council Financial Regulations
MAIN DUTIES / ACCOUNTABILITIES
Generic Duties/Accountabilities
1. To ensure compliance with your responsibilities as laid out in the Council’s equal opportunity policy and take an active role in promoting equality and diversity and to Harrow’s diverse community

3. To promote and participate in the Council’s investors in people (IIP) and individual performance appraisal and development (IPAD) initiatives and information management best practice
4. To ensure compliance with the Council’s information security policies and maintain confidentiality
5. To promote and adhere to the Council’s CREATE values
Service Specific Duties/ Accountabilities
6. Prepare detailed drawings, maps, stat drawings, estimates, designs and technical reports across a range of specialist engineering areas and to a a high standard for for approval
7. Carry out public consultation exercises for projects and schemes to ensure the production of fit for purpose design specifications
8. Assist with the preparation of committee reports, technical reports, proofs of evidence briefing notes and correspondence
9. Contribute to the development and assist with the implementation of appropriate systems to enhance service delivery
10. Ensure that all Council Asset Management software databases, including Exor, are operational and maintained to be fit for purpose, and provide asset data when required
11. To coordinate and prioritise reactive maintenance works within the constraints of available budgets, including passing works orders to third party contractors
12. Develop, implement and administer systems for the collection, retrieval and archiving of records, data and other information essential for service delivery
13. Conduct surveys, investigations and inspections in line with departmental procedures and recommend follow up actions
14. Investigate enquiries, complaints, suggestions and requests some of which are complex and challenging for action regarding infrastructure design matters ensuring a high standard of customer care
15. Assist with the preparation of cases for use in legal proceedings for any legal challenge or complaint in the post holder’s area of work
16. Set and monitor standards for works in progress, measure completed work for quality and content and ensure deadlines are met.
17. Identify and evaluate risks and impacts on individuals and/or the community and make informed decisions to mitigate risks
18. To keep abreast of relevant legislative, technical and professional developments to enhance the effectiveness of services provided
19. To utilise appropriate office and engineering software related to the activities of the post
20. Where the Environmental Management System (EMS) to ISO14001 is in operation, the postholder will be required to undertake basic instruction to operate within the principles of the standard
21. Contact management as a matter of priority in respect of any item which is, or appears to be, of a serious nature and could impact the delivery of the service. Ensure that all activities are programmed and are delivered to the required deadlines.
22. To undertake other reasonable duties consistent with the grade and level of the post
