Job Title: IT Procurement Manager
Reporting to: Head of Procurement
Location: Hemel Hempstead or Leeds (1 day per week)
Role Overview
This pivotal role involves managing the strategic procurement and contract management of IT-related categories, including software licensing, hardware, professional services, and contingent labour. The successful candidate will focus on ensuring compliance, cost efficiency, and value optimization in IT procurement. Working closely with key suppliers and internal stakeholders, you will develop and implement IT procurement strategies aligned with organizational goals.
Key Responsibilities
- Strategic IT Procurement
- Manage end-to-end procurement of IT goods and services, focusing on licensing agreements, IT infrastructure, and related services.
- Plan and execute IT sourcing strategies to maximize value and align with business objectives.
- Negotiate and oversee contracts with IT vendors, ensuring optimal licensing terms, renewal management, and legal compliance.
- Category Management
- Monitor and control contingent labour and professional services spend in the IT category.
- Collaborate with IT and key internal stakeholders to assess future needs and technology trends.
- Identify cost-saving opportunities through vendor consolidation and enhanced service levels.
- Policy and Process Development
- Develop and implement IT procurement policies to ensure best practices.
- Maintain comprehensive records of IT procurement activities, including contracts, supplier performance, and licensing compliance.
- Manage relationships with key IT suppliers in collaboration with the Supplier Relationship Management (SRM) team.
- Oversee supplier performance and ensure alignment with service-level agreements (SLAs).
- Drive improvements in procurement processes through benchmarking and adoption of industry best practices.
- Track and report on savings, spend, and supplier performance metrics, ensuring stakeholders remain informed.
Key Requirements
Essential Qualifications and Knowledge
- Degree in procurement, supply chain management, or IT (e.g., CIPS or equivalent).
- In-depth understanding of IT procurement processes, including software, hardware, and services.
- Familiarity with public sector procurement regulations, especially IT-related procurement.
- Strong knowledge of IT contract management, including licensing agreements and SaaS/cloud services.
Experience
- Proven IT procurement experience within large organizations, ideally in healthcare or the public sector.
- Significant involvement in IT procurement projects, including software licensing, hardware acquisition, and IT service contracts.
- Strong track record of negotiating with IT suppliers and managing supplier performance.
- Demonstrable success in managing high-value and complex IT procurement projects.
Skills and Competencies
- Excellent communication and stakeholder management skills.
- Proficiency in IT procurement tools, such as Microsoft Dynamics and Arcus.
- Ability to drive strategic procurement initiatives while managing multiple projects.
- Expertise in risk management related to IT procurement, including cybersecurity and compliance.
