To comply with the Local Government Act 1995 and associated regulations, the Shire of Capel must appoint an Independent Panel Member to sit on its CEO Selection Panel. The Shire now invites expressions of interest from suitably qualified and experienced individuals to join the Panel and support the recruitment process for the appointment of a new Chief Executive Officer (CEO).

The Shire of Capel is located in the South West, halfway between Bunbury and Busselton. We are nestled between the beach and the forest and are one of the fastest growing coastal Shires in Australia. The CEO Selection Panel facilitates the recruitment and selection process for the Shire’s new CEO. The Panel will consist of elected members and one independent person and will operate until the appointment is made.

The Independent Panel Member will bring an impartial perspective to Panel deliberations, ensuring the process is transparent, fair, and aligned with legislative requirements.

Duties And Responsibilities
  • Attend workshops with Council to clarify the CEO role and expectations.
  • Participate in candidate shortlisting, interviews, and deliberations.
  • Contribute to merit-based and procedurally fair candidate assessment.
  • Declare any actual or perceived conflicts of interest.
  • Maintain confidentiality at all times.
  • Support the preparation of the Panel’s recommendation to Council.

Desired Skills And Experience

Experience in executive recruitment, governance, or local government will be highly regarded.

Eligibility

Applicants Must

  • Not be a current elected member or employee of the Shire of Capel.
  • Not be a human resources consultant engaged by the Shire.
  • Be free from any personal or business interests that may compromise independence.

Selection Criteria
  • Demonstrated experience in the recruitment of senior executive staff.
  • Previous experience in local government, such as service as an elected member (including President/Mayor or Deputy) or in an equivalent governance role.
  • Proven experience in executive or governance positions.
  • Strong understanding of probity, ethics, and procedural fairness.
  • Familiarity with public sector or local government operations.
  • Highly developed analytical and communication skills.
  • Availability to participate fully throughout the recruitment period.
