Job description
The Independent Football Regulator

The Independent Football Regulator (IFR) lead the Government's work on the future governance of football. At present, there is a Shadow Football Regulator comprised of circa 60 staff, led by an interim Chief Operating Officer. This team will transfer out of DCMS to be the IFR in 2025, no earlier than October.

The team is currently undertaking a range of activities in preparation for the establishment of the IFR, which was created when the Football Governance Act became law in July.

While this role is being advertised through DCMS, it will be based in the Independent Football Regulator (IFR) and will not start until the IFR has been fully established as an independent body from 1 November 2025.

The IFR is seeking a Financial Analysis & Strategy Senior Manager to join the organization.

Responsibilities
  • The supervision function will sit at the heart of the IFR, undertaking core regulatory activity such as conducting financial analysis of the clubs, processing applications for licences, and monitoring ongoing compliance with licence conditions and rules.
  • Act as a focal point for managing the IFRs relationship with the clubs it regulates.
  • Support the day-to-day supervisory activity while helping to set the overall supervision strategy and collaborating with policy colleagues on changes to the regulatory framework.
  • Develop the supervision function within the new organisation, building capability and the operational processes and controls necessary to ensure effective oversight of clubs within the regulatory framework.
  • Ensure close working with data, policy, legal and enforcement teams so regulatory oversight is coherent and supports robust regulatory decisions at the IFR board level.
Context and expectations

The supervisory activity will support the IFR’s role in regulating clubs within the scope of the new framework and will influence how the IFR’s board makes regulatory decisions.
