Job summary

H. W. Martin (Traffic Management) Ltd is seeking an IMT Manager to lead the Infrastructure Maintenance Technician function for the Sizewell C Project.

You will oversee safety, delivery of operational activities, and the maintenance of project infrastructure assets to support 24/7 operations on a major UK infrastructure site. The role requires a track record in safety-critical environments, strong leadership of supervision teams, and effective coordination with clients and delivery partners.

Qualifications

  • SMSTS (Site Management Safety Training Scheme) required.
  • ILM Level 3 Leadership and Management or equivalent.
  • Temporary Traffic Management qualifications required.
  • CITB Health & Safety Environment Test: Managers and Professionals.
  • Full UK Driving Licence required.

Responsibilities

  • Lead the strategic delivery of all IMT activities across the Sizewell C Project.
  • Ensure safe, compliant operation of road network, infrastructure and logistics support.
  • Coordinate interfaces with Client, Sizewell C team and contractors; manage risk.
  • Provide leadership for IMT Supervisors and frontline operatives.
  • Produce performance reports and manage contract requirements.

Sizewell C is a large, planned nuclear power station being built on the Suffolk coast in the UK. The project is expected to generate 3.2 GW of clean electricity, enough for 6 million homes. About H. W. Martin (Traffic Management) Ltd

We provide data-led, traffic management services within a temporary environment. Put simply, we guide vehicles around roadworks in the safest, most efficient way possible whilst permanent improvements are made to the country’s highways.

We collate data to find ways of making the temporary traffic management strategies we deploy as safe, swift and synchronised as possible.

We also provide an emergency traffic management intervention on behalf of our clients in the event of a situation that poses an immediate risk to health, life, property or the environment. For example, in the event of widespread flooding.

The Opportunity

The IMT Manager is responsible for the strategic leadership, management and operational delivery of the Infrastructure Maintenance Technician (IMT) function across the Sizewell C Project.

The role ensures that the Sizewell C road network, associated infrastructure, construction support assets and
operational services are maintained safely, compliantly and effectively to support the successful delivery of one of
the UK’s largest infrastructure projects.

Acting as the principal interface between the IMT workforce, Traffic Management function, Construction teams,
Logistics Operations and the Sizewell C Client, the IMT Manager will ensure resources are planned effectively,
operational risks are managed proactively and project requirements are delivered in accordance with client
standards, contractual obligations and nuclear site expectations.

Responsibilities
Health, Safety, Environment and Wellbeing
  • Promote and lead a Zero Harm culture across all operational activities.
  • Ensure full compliance with CDM Regulations, all other statutory, company, EDF Energy, NNB and Sizewell C health, safety, environmental and quality requirements.
  • Review and approve Risk Assessments, Method Statements and Permit to Work documentation.
  • Undertake regular site inspections, safety tours and behavioural observations.
  • Lead incident investigations and ensure lessons learned are effectively implemented.
  • Ensure environmental compliance and protection of sensitive ecological and coastal areas associated with the Sizewell C development.
  • Act as a role model in driving safe systems of work and continuous improvement in safety performance.
  • Actively promote workforce wellbeing and engagement initiatives.
Project Delivery and Operational Leadership
  • Lead the delivery of all IMT activities across the Sizewell C Project.
  • Ensure operational activities support the safe and efficient movement of people, plant, materials and deliveries throughout the Sizewell C construction programme.
  • Maintain the operational readiness and availability of project infrastructure assets.
  • Coordinate operational responses to emerging project requirements, incidents and changing priorities.
  • Ensure all operational activities are aligned with the Sizewell C construction programme and logistics strategy.
  • Act as the senior escalation point for operational delivery issues impacting the project.
Sizewell C Infrastructure Management

Manage maintenance activities associated with:

  • Site accesses and haul roads
  • Temporary Traffic Management infrastructure
  • Construction compound interfaces
  • Project signage and wayfinding systems
  • Temporary fencing and security interfaces
  • Winter service
  • Construction support assets
  • Ensure defects, damage and safety concerns are identified, prioritised and rectified promptly.
Construction and Logistics Interface
  • Attend daily PLOD meetings and weekly PLOW meetings.
  • Ensure operational requirements arising from construction activities are effectively planned and delivered.
  • Support major project milestones, outages, abnormal load movements and high-risk construction activities.
  • Work closely with: Client Representatives; Sizewell C Logistics Team; Construction Delivery Teams; Security
Workforce Leadership and Development
  • Lead and manage Black Hats and IMT Supervisors.
  • Ensure appropriate labour levels are maintained to support 24/7 project operations.
  • Manage shift patterns, standby arrangements and resource planning.
  • Conduct regular performance and development reviews.
Performance & Contract Management
  • Monitor service performance measures.
  • Ensure accurate reporting of (as a minimum):
  • Completed works and response times
  • Client requested works

Produce monthly operational performance reports.

Identify opportunities for efficiency improvements and innovation.

Stakeholder & Client Management
  • Develop strong working relationships with Sizewell C stakeholders and delivery partners.
  • Represent HW Martin in operational and contract performance meetings.
  • Provide professional leadership during client inspections, audits and reviews.
  • Support collaborative working across all project functions.
Essential Qualifications, Experience and Knowledge
Qualifications
  • SMSTS (Site Management Safety Training Scheme).
  • ILM Level 3 Leadership and Management or equivalent.
  • Temporary Traffic Management qualifications.
  • CITB Health & Safety Environment Test: Managers and Professionals
  • Full UK Driving Licence.
Experience
  • Demonstrable experience managing safety, quality and operational performance.
  • Minimum 3 years’ experience managing operational delivery teams within highways, infrastructure or major construction projects.
  • Proven experience leading supervisors, Black Hats, foremen and front-line operatives.
  • Experience coordinating multiple workstreams within a live operational environment.
  • Experience managing labour, plant, materials and subcontractor resources.
  • Experience liaising directly with clients, project stakeholders and delivery partners.
  • Experience conducting audits, inspections, investigations and performance reviews.
Knowledge
  • Working knowledge of CDM Regulations and Health & Safety at Work legislation.
  • Knowledge of RAMS development, implementation and compliance monitoring.
  • Strong understanding of major infrastructure and construction project environments.
  • Knowledge of temporary traffic management operations and associated standards.
  • Understanding of workforce planning, labour management and resource allocation.
  • Understanding of contractor management and permit-to-work systems.
  • Experience of working within highly regulated environments with stringent safety and compliance requirements.
Desirable Qualifications, Experience and Knowledge
Experience
  • Previous experience delivering works within a nuclear, energy, defence, rail or other highly regulated environment.
  • Experience supporting 24/7 operational or logistics functions.
  • Experience managing multidisciplinary operational teams.
  • Experience delivering infrastructure maintenance and construction support services.
  • Experience of client-facing contract management and performance reporting.
Knowledge
  • Understanding of nuclear new build projects and major project assurance requirements.
  • Knowledge of Sizewell C procedures, standards and logistics operations.
  • Understanding of National Highways standards and Chapter 8 requirements.
  • Knowledge of environmental management and sustainability requirements.
  • Familiarity with digital workforce management and reporting systems.
