Job summary

An Interim Procurement Manager to join a major central government organisation is sought by 1st Executive Ltd. The role is Leeds-based with hybrid work (3 days onsite) and a rate of £600 per day (Umbrella, Inside IR35).

You will lead end-to-end procurement activities across BAU and strategic resourcing programmes, ensuring PA2023 and PCR2015 compliance, and managing supplier relationships. The position requires strong stakeholder management with Legal and Finance and experience with

Qualifications

• Strong end-to-end procurement and sourcing experience.
• Proven experience delivering procurements under PA2023 and PCR 2015.
• Strong contract and supplier relationship management experience.
• Experience with public-sector procurement frameworks.
• Excellent stakeholder management including Legal and Finance.
• Experience in external resourcing, contingent labour or workforce procurement is desirable.

Responsibilities

• Lead end-to-end procurement and sourcing activity.
• Deliver procurements under PA2023 and PCR 2015.
• Run competitions through public-sector frameworks (CCS/GCF-style).
• Support operational and programme-based procurement work.
• Manage contracts and supplier relationships and performance.
• Engage strategically with suppliers and internal stakeholders.
• Support business case development and commercial governance.
• Identify commercial risks, opportunities and areas for improvement.
• Handle multiple priorities across BAU and strategic delivery.
