Job summary

Michael Page is supporting a central government client in Leeds, Manchester, Liverpool, or Blackpool with an interim procurement manager role. You will lead end-to-end procurement, oversee external resources, and drive value for money while ensuring governance and regulatory compliance.

The role combines BAU procurement with strategic programme delivery, requiring strong stakeholder engagement and contract management experience within a regulated public sector environment.

Qualifications

• Strong end-to-end procurement and sourcing experience within a public sector or regulated environment.
• Experience delivering procurements under Procurement Act 2023 and/or PCR 2015 regulations.
• Proven contract management and supplier relationship management expertise.
• Experience with framework agreements and running further competitions (ideally CCS/GCF frameworks).
• Background in contingent labour, workforce, recruitment, or external resourcing procurement.
• Ability to work effectively with Legal, Finance, and business stakeholders to deliver compliant procurement activity.
• Strong commercial awareness, stakeholder management, and communication skills.

Responsibilities

• Lead end-to-end procurement and sourcing activity, ensuring compliance with PA23, PCR 2015, and public sector governance requirements.
• Support the procurement of external resources and workforce-related services across BAU operations and strategic programmes.
• Manage supplier relationships and contracts, monitoring performance and driving value for money.
• Run further competitions through public sector frameworks, including CCS and similar agreements.
• Partner with Legal, Finance, HR, and business stakeholders to deliver compliant procurement solutions.
• Analyse workforce and commercial data to identify risks, opportunities, and continuous improvement initiatives.
• Support business case development, governance processes, and procurement strategy delivery.
• Manage multiple procurement projects simultaneously, balancing operational priorities with strategic objectives.
