Job description

Join the ICT Programme and Transformation Team and help to deliver exciting digital transformation to both Norfolk and Suffolk constabularies. Our team of ICT Project Managers lead on the delivery of the complete project lifecycle of initiatives with responsibility for both business change and technical implementation to deliver benefits to the forces and transforming and mobilising our frontline officers.

We are looking for a Project Manager with significant experience in delivering core ICT infrastructure within an Estates environment.

What’s involved

The role of ICT Project Manager involves:

  • Project scoping, identifying terms of reference, benefits to be realised, costs, resources and timescales, providing effective planning and stakeholder engagement throughout the process.
  • Responsible for all aspects of project delivery including technical, business change and processes which influence cultural change.
  • Prepare and maintain business cases and other relevant project documentation for management, governance and effective implementation of the project.
  • Ensure progress against plans is made, challenge progress where appropriate whilst managing and mitigating risk and initiating corrective action as necessary.
  • Provide regular monitoring and highlight reports and report project progress as required (typically to Project Board and Portfolio Board).
  • Manage project budgets on behalf of the project owner/sponsor, monitoring expenditure and cost against delivered and realised benefits for the duration of the project lifecycle, and advising responsible budget owners, as appropriate.
  • Ensure successful project implementation, closure, ensuring successful transition from project to business as usual, including completion of all necessary post-implementation activities.
  • Learning about the many aspects of policing and gaining an understanding of those services critical to delivering a brilliant service to our customers, the residents of Norfolk and Suffolk.

What we’re looking for

We are looking for an applicant who has:

  • Significant, demonstrable experience in a similar role with proven stakeholder engagement.
  • Experience of delivering ICT services into new and refurbished buildings and to estates and/or property development projects.
  • An understanding of how technology solutions can enhance operational performance at point of delivery.
  • Excellent problem-solving skills and the ability to translate operational and business requirements into technological solutions.
  • A strong ability to manage relationships with external partners and third-party suppliers (where applicable) to ensure full benefits of such partnerships are achieved.
  • Effective planning, time management, and prioritisation skills, and who can sequence their workload with minimal supervision.
  • Experience of project management/delivery through invitations to tender, contract negotiation, management of project budgets on behalf of the project owner/sponsor and ensuring successful project implementation, closure, ensuring successful transition from project to business as usual.
  • Excellent communication skills both verbally and written.
  • A full driving licence, as there will be opportunities to travel throughout Norfolk and Suffolk.

An experience of policing at local, regional, and national levels will be helpful in this role, as will experience of managing change in the public sector.

Hours of work are 37 per week Monday to Friday.
