Job summary

Lancashire County Council is seeking a Digital Programme Manager to lead complex digital transformation projects that modernise council practices and improve the experience for residents and staff. The role is based in Preston with hybrid working and a 37-hour week.

You will plan, execute, and deliver programmes within MSP/PRINCE2 frameworks, manage risks, engage stakeholders, and realise benefits across the organisation.

Qualifications

• Relevant professional qualification (e.g. MSP, PRINCE2 Practitioner, Agile) or equivalent experience.
• Proven track record of delivering complex digital programmes and realising benefits in a large organisation.
• Strong experience in business case development, risk and issue management, and stakeholder engagement.
• Excellent programme management, communication, and leadership skills, with a proactive and flexible approach.

Responsibilities

• Lead the planning, execution, and delivery of complex digital programmes to enhance service delivery and streamline internal processes.
• Collaborate with cross-functional teams, external partners and stakeholders to embed digital solutions that deliver real business value.
• Proactively manage timelines, risks and issues to ensure successful delivery of programme outcomes.
• Operate within MSP and PRINCE2 governance frameworks with robust reporting.
