Job summary

The Royal Borough of Windsor and Maidenhead is seeking a part-time Commissioning Officer for Children’s Services and Education Contracts to support the AfC contract and other providers. You will help with commissioning, contract management, and performance monitoring to ensure high-quality services for children, young people, and families.

Monitored by the Executive Director, the role requires strong analytical and stakeholder engagement skills, with a focus on value for money and compliant

Qualifications

• Experience of commissioning and/or contract management of social care contracts in children’s or adult services.
• Experience of project management methods in a local government and/or social care environment.
• Experience of process design, implementation and the management of change.
• Excellent communicator, able to form close partnerships with internal stakeholders and external agencies.
• Good data analytical skills including the ability to collect, analyse, and interpret quantitative and qualitative data.

Responsibilities

• Manage and monitor the contract between RBWM and AfC and other key service agreements, ensuring performance, quality, compliance, and delivery of agreed outcomes.
• Support commissioning and service development activities, including needs assessment, service planning, market shaping activities and continuous improvement to meet the needs of children, young people, and families.
• Analyse performance, financial, and demand data to assess value for money, identify trends and risks, inform decision-making, and support evidence-based commissioning.
• Build and maintain effective partnerships with AfC, council services, providers, partner agencies, and external stakeholders to strengthen accountability, improve services, and deliver collaborative solutions.
• Provide governance, quality assurance, and reporting support, preparing reports and briefings for senior leaders and elected members, ensuring services meet statutory, safeguarding, and contractual requirements.
