Job summary

A leading social care agency in the UK is seeking an experienced Contract and Commissioning Manager. This role involves commissioning and managing contracts across Children’s and Young People’s Services. The ideal candidate will have a strong track record in commissioning, project management, and performance management. Qualifications

  • Track record of commissioning in Children’s Services, experience in education commissioning; Alternative Provision preferred.
  • Experience in project management, financial monitoring, and performance management of contracts.
  • Ability to work strategically with procurement and comply with financial and contract standards.

Overview

We are recruiting an experienced Contract and Commissioning Manager, Children’s, and Young People’s Services. The main roles and responsibilities include:

Job Purpose: To be responsible for commissioning and management of a range of contracts across Children’s and Young People’s Services, ensuring effective performance monitoring and evaluation to inform future needs.

Responsibilities
  • Commissioning a range of services that meet the needs of children, young people, and their families, working closely with children’s social care, health education, and partner agencies.
  • Work closely with procurement, legal and finance colleagues to ensure compliance with procurement and contracting rules, financial regulations, and legal agreements.
  • Contributing to the development of the Commissioning and Sufficiency Strategy and associated delivery plan to ensure preventative services are effective and efficient and meet the needs of our young people.
  • Managing and arranging contracts, reviewing, and monitoring service delivery to ensure agreed objectives, priorities, delivery targets, and quality standards are met and preparing management reports of any risks or issues associated with contracts.
  • Lead and take ownership of long-term projects that are designed to improve service delivery, achieve better value for money, and achieve service strategy goals.
  • Maintain effective working relationships with other internal stakeholders to ensure that best practice in procurement methods and standards is adopted, in line with Council policies and professional standards (including adherence to contract management policies and guidelines).
  • Prioritise and manage work in line with guidance from line manager and complete work to the necessary standards and timescales agreed.
  • Engage in and contribute to professional development as appropriate.
  • Always maintain confidentiality of information in accordance with the principles of the Freedom of Information Act and the Data Protection Act.
Essential Skills and Experience
  • Must have previous track record of commissioning in Children’s Services and experience of working within education commissioning services; Alternative Provision will be an advantage.
  • Must have previous experience of project management delivery, financial monitoring, and performance management of contracts and suppliers.
  • Experience of working strategically with other departmental services e.g. procurement is essential and of compliance with financial and contract standing orders as well as managing commissioning frameworks via regional arrangements.
  • Experience of working in a performance culture – including planning, target setting, and achievement.
  • Excellent reporting skills and data analysis within commissioning.
  • Excellent team working skills and experience of working within a fast-paced team environment.
  • A degree or equivalent qualifications/career experience.
