Job summary

Blackburn with Darwen Borough Council is seeking an experienced Human Resources Consultant/Advisor to provide HR support to Managers, including schools in the Borough. With a Level 5 CIPD, you will join a busy team and handle absence and performance issues, disciplinary matters, and employment policy advisory.

This role offers hybrid working, 37 hours per week, and the chance to shape local government services during the reorganisation into Pennine Lancashire from April 2028.

Qualifications

• Up-to-date knowledge of employment legislation.
• Experience advising managers.
• Ability to challenge and influence policy professionally.
• Strong organisational skills to arrange meetings and hearings.
• Experience using Microsoft Office packages including Teams.
• Full UK Driving Licence and access to own vehicle.

Responsibilities

• Advising with up to date knowledge of employment legislation.
• Challenging and influencing in a polite and professional way if policy is not being adhered to.
• Arranging both informal and formal meetings and hearings.
• Working closely with schools in the Borough to provide employment advice to Headteachers and Governing Bodies.
• Using Microsoft Office packages including Teams.

Job description

Due to an increased workload following a number of changes in legislation and due to successfully securing a number of new contracts, we are looking for an experienced Human Resources Consultant/Advisor to join our busy and dedicated team providing HR support and advice to Managers. We also work very closely alongside a number of schools in the Borough providing employment advice to Headteachers and Governing Bodies.

The Government has confirmed plans to reorganise local government across Lancashire. From April 2028, the current 15 councils will be replaced by four new unitary councils covering North, South, Pennine and Coastal Lancashire (LGR is currently paused).

If you're successful in your application, you'll initially join Blackburn with Darwen Borough Council. As part of the reorganisation, your employment will transfer to the new Pennine Lancashire council from April 2028. We're committed to continuing to deliver excellent services throughout this transition.
