Human Resources Business Partner

Castlefield Recruitment is working in partnership with a leading Public Sector organisation based in the North of England that requires an experienced Human Resources Business Partner for a 6-month interim assignment commencing in August. This is a hybrid role.

The Human Resources Business Partner will deliver a high-quality, professional, and responsive HR service that supports the delivery of the organisation’s strategic and operational objectives. This role is central to enabling the organisation to effectively navigate a period of significant change and transformation, including leading on complex workforce restructures and redundancy processes.

Working closely with divisional leaders, operational teams, and HR colleagues, the post holder will provide expert HR advice and solutions that align with both immediate service needs and long-term workforce planning. As a trusted partner, they will drive the people agenda across their designated areas.

Reporting to the Director of People, the HR Business Partner will:

  • Provide expert, evidence-based HR & OD advice to managers and senior leaders on a full range of workforce issues, with a strong focus on change management, service redesign, and organisational transformation.
  • Lead and support the design, consultation, and implementation of workforce change programmes, including restructuring, redeployment, and redundancy, ensuring compliance with organisation policies, employment legislation, and staff partnership agreements.
  • Support transformational programmes linked to organisation priorities, financial sustainability, service improvement, and clinical pathway redesign.
  • Work in collaboration with staff-side representatives to maintain effective partnership working throughout organisational change processes.
  • Develop and deliver people strategies and action plans that align with organisation priorities, including equality, diversity and inclusion, workforce wellbeing, and staff engagement.
  • Provide high-quality coaching and support to leaders and managers to enable confident and compassionate leadership through periods of uncertainty and transition.
  • Use workforce data and analytics to inform planning, monitor impact, and support evidence-based decision-making.
  • Ensure all workforce interventions uphold NHS and organisation values and contribute to the creation of a positive, inclusive, and high-performing culture.

Key experience and skills required:

  • Previous experience of delivering change in a public sector HR role
  • Expert level of strategic workforce issues, including legislation, and best practice
  • Significant knowledge of UK employment legislation case law and good HR practice
  • Detailed understanding of the principles of change management and a successful track record of major organisational change
  • Knowledge of business planning, project management, and risk management, and how those processes might be applied to organisational change
  • Significant experience of facilitating and managing change
  • Experience of HR management and change implementation in a unionised environment
  • Experience of Trade Union consultation and negotiation
  • Evidence of effective working at a senior level in large, complex environments
  • Significant experience of facilitating and managing change and complex employee relations cases
  • The ability to work collaboratively in a team and across systems

This is a strategic and hands-on role requiring sound HR expertise, public sector experience, and the ability to work confidently across all business areas. The post holder will be instrumental in delivering effective, people-focused outcomes during a time of significant change in the public sector landscape.
