HSEQ, CDM & Temporary Works Manager

The successful candidate must possess demonstrable experience in a similar role coupled with some exposure to the HV power, utilities or electrical transmission and distribution (T&D) sectors.

Overview

Our client now wishes to appoint a HSEQ, CDM & Temporary Works Manager to join their team delivering electrical power projects at transmission and distribution voltage levels. You will focus on ensuring projects remain in compliance with the Health and Safety (Construction, Design and Management) Regulations 2015 through each stage of delivery. This includes compliance with CDM duty holder requirements such as Principal Designer and Principal Contractor, creating procedures, documentation, and undertaking assurance on high voltage infrastructure and grid connections, typically between 11kV and 132kV.

The Role

  • Ensure each project complies with CDM regulations and Health and Safety Legislation, collaborating with the solutions team to consider temporary works for all tenders.
  • Assess and document approvals of temporary works on a project basis.
  • Act as a point of escalation for Health & Safety and CDM issues during tendering and project implementation.
  • Ensure responsible individuals are competent and prepared for project delivery.
  • Operate as a Health & Safety lead across the delivery team, ensuring subcontractor compliance.
  • Maintain policy, commissioning, and testing systems for data, document, and process control in line with ISO standards.
  • Provide excellent customer service through clear communication, high-quality work, meeting milestones, and budget adherence.
  • Promote the company's reputation through professionalism, punctuality, and positive attitude.
  • Support estimators in tendering to identify future opportunities.

The Person

  • NEBOSH Diploma or NEBOSH Construction Certificate Level 4 (essential).
  • Experience in designing and implementing Temporary Works solutions.
  • Minimum of 5 years of relevant client and sub-contractor H&S management experience.
  • Detailed knowledge of health and safety legislation, including CDM Regulations.
  • Working knowledge of ISO 9001, 14001 & 45001 management systems.
  • Experience in developing Construction Phase Health and Safety Plans and compiling Health and Safety Files.
  • Experience in assurance programs and QA strategies.
  • Hold IOSH or APS professional accreditation (essential).
  • Excellent communication skills, with experience in reports, presentations, and safety briefings (essential).
  • Self-motivated with leadership qualities.
  • Valid UK driving license (essential).
