Role Description

The Health, Safety & Environmental (HSE) Manager is a vital member of the HSE Team, reporting directly to the HSE Director. They will offer expert guidance and strategic support on health and safety matters across the company, collaborating closely with Development, Construction, Asset Management, and Operations teams. A primary focus is fostering a robust HSE culture.

This role involves ensuring compliance with health, safety, and environmental regulations while actively promoting a safety-first culture. The leader will help maintain our industry-leading HSE record and embed safety excellence into our core operations as an Independent Power Producer (IPP).

The role supports business partners across Low Carbon, ensuring HSE best practices are integrated into all activities to help achieve our IPP goals. Responsibilities include developing and implementing HSE policies that enhance performance and ensure regulatory compliance. During construction, the focus is on adherence to CDM regulations, contractor safety management, and risk mitigation. In operations, the focus shifts to managing H&S files, plant safety, audits, emergency response, and ongoing compliance.

Key Responsibilities
  • Conduct regular audits to ensure compliance with safety regulations and best practices
  • Promote and support a progressive, non-blame H&S culture
  • Assist the business in meeting health, safety, and environmental compliance requirements
  • Support and educate staff on relevant health & safety standards, legislation, and industry best practices
  • Contribute to developing a best-in-class EPC tender process
  • Develop, deliver, and coordinate emergency response testing for the operational team
  • Regularly audit Low Carbon’s businesses and offices for health, safety, environmental, and security compliance, documenting findings and ensuring hazard mitigation measures are implemented
  • Support clients and stakeholders in understanding and fulfilling CDM responsibilities
  • Ensure risk assessments are current and aligned with best practices
  • Investigate all accidents, dangerous occurrences, and incidents with significant potential, producing reports and recommendations to prevent recurrence
  • Assist the Asset Management Team in closing out HSE incidents
  • Collaborate with the Asset Management Team on the annual operational plan
Skills & Experience

The ideal candidate will have demonstrable experience in Health & Safety Management within a relevant industry or related field. Essential skills include risk assessment, operations management, and quality control, alongside:

  • NEBOSH / IOSH Membership
  • Deep knowledge of safety regulations such as HASWA, CDM, MHSWR
  • Proven success in managing compliance on construction and operational assets
  • Strong prioritization skills for effective risk management
  • Understanding of contractual obligations, including EPC and O&M contracts
  • Excellent interpersonal skills for stakeholder engagement
  • Strong communication skills for effective interaction with OEMs, contractors, and clients
  • Research and analytical skills aligned with safety KPIs
  • Experience developing risk assessments and method statements
  • A proactive, self-starting attitude with a passion for renewable energy and a commitment to safety and asset maximization
  • Valid UK driving license (required for site visits)
  • GradIOSH or higher qualification
  • Good knowledge of DSEAR and ATEX regulations
  • Experience in electricity generation, especially solar and battery storage
